In the past two years, Brazilian Supreme Court Justice Teori Zavascki authorized the investigation of 47 politicians accused of corruption; he sanctioned the first arrest of a sitting congressman since Brazil’s dictatorship; and he suspended the mandate of house speaker Eduardo Cunha, accused of taking $40 million in bribes.
So when the twin-engine aircraft spiriting him to a holiday weekend outside Rio de Janeiro crashed last week, killing all aboard, suspicions were rife about the possibility of foul play.
The 68-year-old had been preparing to ratify an explosive body of testimony from 77 executives at construction firm Odebrecht, whose damning evidence in Operation Car Wash, Brazil’s $2 billion enquiry into bribes at state oil giant Petrobras, was expected to leave few politicians in Brasília untainted - including, perhaps, President Michel Temer.
The death has proven to be fertile ground for conspiracy theorists in a country in which a former president was reportedly assassinated in car accident by the military dictatorship in 1976 and a leading presidential candidate died in a similar light aircraft accident in 2014.

Prehn Zavascki, the son of the dead judge, noted that Zavascki and his family had received threats in recent months and said no possibility should be ruled out. “It is necessary to investigate thoroughly and to know if it was an accident or not,” he said in a radio interview. “The truth will come to the surface whatever it is.”
He said his father had been very focused on the Odebrecht testimony — nicknamed 'The End of the World' due to its potential impact on the country — and understood its importance. “He was perfectly aware of the impact this could have on the country and that this really could make the country clean,” he said.
Others joined calls for a swift investigation. “In virtue of the position of a Supreme Court justice in managing and deciding cases fundamental to national life,” Roberto de Figueiredo Caldas, the president of the Inter-American Court of Human Rights, said in a statement. “We expect an especially careful and rapid investigation into the circumstances of this disaster.”


The death of Zavascki is the latest twist in a tale of scandal that has traumatized Brazil. Operation Car Wash revealed institutionalized corruption on a vast scale, contributing to Brazil’s journey from a booming economy to record recession, and abetting the impeachment of President Dilma Rousseff in 2016.
Zavascki, who was appointed to the Supreme Court in 2012, took off in a Beechcraft King Air C90GT from São Paulo at about 1pm on Thursday. Also on board was pilot Osmar Rodrigues, the plane’s owner, hotel entrepreneur Carlos Alberto Fernandes Filgueiras, plus a masseuse who worked for Filgueiras and her mother.
All died when the plane crashed into the sea at 1.30pm just short of the airport in Paraty, a colonial town just outside Rio. There was rain, lightning and clouds over the town at the time. A boatman, Célio de Araújo, told local media that he saw smoke coming out of the left wing before the aircraft hit the water, but this could not be confirmed. Federal police and prosecutors are investigating alongside a military investigation team. A post-mortem examination found Zavascki had died of multiple head injuries.
Since 2015, Zavascki had been the Supreme Court judge overseeing the Car Wash case. The investigation is being run by a federal judge and prosecutors in the south of Brazil, but Zavascki gained a central role as only the country’s highest court can prosecute federal politicians, dozens of whom are under investigation. No major politician has yet been convicted — unlike Odebrecht chief executive Marcelo Odebrecht, who is currently serving a 19-year sentence.
Since December he had been working to ratify the Odebrecht plea bargains, which had been expected to happen by March. “This testimony was nicknamed ‘the end of the world’ in Brasília because Odebrecht allegedly had bribed many politicians of diverse parties who had yet to be involved in the Petrobras… scandal,” noted David Fleischer, a professor of politics at the University of Brasília.
The testimony of former Odebrecht executive Cláudio Melo Filho was leaked to the media, who revealed it contained 43 mentions of Michel Temer, Brazil’s president who took power after Rousseff’s impeachment. However, the reports did not elaborate on whether the testimony alleged wrongdoing.
The role of overseeing the Car Wash probe would ordinarily now fall to Zavascki’s replacement on the Supreme Court, who will be nominated by Temer. But it is possible the court’s president Carmen Lúcia will assign the case to other judges, if only to avoid further delays caused by a confirmation hearing in the senate.
In March, two of Temer’s allies, Romero Jucá and Sérgio Machado were recorded discussing a pact to try and stymie Operation Car Wash, including collusion with Supreme Court judges. But on the recordings Jucá said he had found that Zavascki was a “closed guy” and that he had not found a way to access or influence him.
Federal judge Sergio Moro, who has gained prominence by leading Operation Car Wash, said in a statement: “Teori Zavascki was a great judge and a Brazilian hero ... Without him, there would be no Operation Car Wash. I hope that his legacy, of calmness, seriousness and firmness in enforcing the law, irrespective of the interests of those involved, even the powerful, will not be forgotten.”

Após a morte do ministro do Supremo Tribunal Federal (STF) Teori Zavascki em um acidente aéreo nesta quinta-feira, o juiz federal Sergio Moro, responsável pelos processos em primeira instância da Operação Lava-Jato, emitiu uma nota de pesar. Nela, o magistrado afirma que Teori, que era relator da Lava-Jato na Suprema Corte, foi "um herói brasileiro".

"Estou perplexo. Minhas condolências à família. O ministro Teori Zavascki foi um grande magistrado e um herói brasileiro", afirmou Moro. O juiz disse ainda que o ministro foi um "exemplo para todos os juízes, promotores e advogados deste país" e que, sem ele, "não teria havido a Operação Lava-Jato".

Por fim, Moro diz esperar que o legado "de serenidade, seriedade e firmeza na aplicação da lei, independente dos interesses envolvidos, ainda que poderosos, não seja esquecido".

A message posted in 2016, May by Francisco Prehn Zavascki, son of Teori, returned to circulate in social networks after the death of the minister. He cited "movement to halt Car Wash Operation" and spoke of the possibility of "something happening to someone in my family."

The Federal Police has begun searches in Paraty (RJ) for security cameras that have taken pictures of the fall of the plane in which was the minister Teori Zavascki. The PF also wants images of the minutes leading up to the accident. The objective is to check with the videos whether the aircraft presented a problem when it fell into the sea.







Teori Zavascki`s Plane Crash: see what is known up to moment and what is rumor or there is no basis



Be aware what has been confirmed, what is being investigated and what has already been discarded regarding questions and rumors circulating on the internet about the accident.

After the death of Minister Teori Zavascki and four others in the crash of a plane off the coast of Rio de Janeiro on Thursday afternoon, several questions about the accident were raised in social networks. Many of these questions and "conspiracy theories" are based on incorrect information and can already be discarded. Others point to circumstances that are still being investigated.

To separate the rumors of the confirmed information and understand everything that is known and what is missing about the investigation, see the list of questions and answers below.

Infraero (acronym for Brazilian Airport Infrastructure Company - a Brazilian federal public administration company linked to the Civil Aviation Secretariat) - reported that the aircraft prefix PR-SOM, Hawker Beechcraft model King Air C90, took off at 01:01 pm from “Campo de Marte”(Airport and piloting school in São Paulo), in the state capital. The plane is small and has a capacity of eight people. The fall occurred around 1:45 pm, when the twinengine airplane was 4 km away from the airport runway of the city of Rio de Janeiro.

The Public Prosecution, the Federal Police (PF) and an aeronautical investigation body determine the causes of the accident.
The Federal Police has begun searches in Paraty (RJ) for security cameras that have taken pictures of the fall of the plane in which was the minister Teori Zavascki. The PF also wants images of the minutes leading up to the accident. The objective is to check with the videos whether the aircraft presented a problem when it fell into the sea.

Question: Did Teori's son post a "message" about "movements to halt the Operation Car Wash" before the accident?
Answer: YES
A message posted in 2016, May by Francisco Prehn Zavascki, son of Teori, returned to circulate in social networks after the death of the minister. He cited "movement to halt Car Wash Operation" and spoke of the possibility of "something happening to someone in my family."





In May, he wrote: "It is obvious that there are movements of all kinds to stop the Operation Car Wash. I think that it would be even childish to imagine that there is no, that is, that criminals of the worst kind (as Public Persecution - MPF states) simply resolved to submit to the law I believe that the Law and the institutions will win, but I warn you: if something happens to anyone in my family, you already know where to look ...! A note was taken.

In May 2016 there was a breakthrough in Operation Car Wash: Andrade Gutierrez had closed the largest leniency agreement in the case until that time. The company agreed to pay R $ 1 billion in fines, as well as ensuring collaboration in all corruption investigations that may be involved.

Question: Did Teori's son claim that the plane crash was an act of sabotage?
Answer: NO
After the accident, on Thursday (19), Francisco Zavascki told Agência Brasil that he was currently ruling out sabotage in the plane crash. "I really feared about it, but now it's not considered, I think that fatalities happen, in Paraty, it rained, the plane crashed, and that's it.

Question: Was there Lava Jet documents on the plane?

Answer: NO INFORMATION THAT INDICATES THIS
Messages in social networks say that Teori Zavascki would be taking in the aircraft several documents of the Lava Jet and the accident would have made that these papers also have been lost, harming the process. Question: Has a model photo of the aircraft been accessed multiple times before the accident?

The Jet Photos website, which has an aircraft image database, indicates that a photo of the Hawker Beechcraft King Air C90 was accessed nearly 2,000 times on January 3. The number of hits runs from the average of previous days, from 0 to 3 clicks. However, it's just a photo site, which does not indicate past or future aircraft displacements. So it does not make sense to say that the high number of hits indicates that someone was "following" the aircraft. It also does not make sense to say that the accesses were aimed at knowing the technical details of the airplane, because the model is highly known in the market. For Brazilian Federal Police ( PF), the possibility is that on the day there was some announcement or some flight promotion. This table is being heavily shared on social networks suggesting that the plane was being monitored for alleged sabotage (click to see the site).


Question: What does this number of hits on the site indicate?
Answer: YOU ARE BEING INVESTIGATED. AS IT IS JUST A PICTURE SITE, PF INVESTIGATES IF THERE WAS ANY PROMOTION THAT DAY
The peak of access is being investigated by the police, but not necessarily as a fact linked to a supposed monitoring of the twin engine. The Federal Police told the G1: "In fact, the photo in the airplane database was accessed several times, but it can not be said that the plane was being followed. The PF will investigate the motive, but one possibility may have been the publication of some advertisement or some flight promotion. "

Question: Did the Federal Police take pictures of the surveillance camera from the hangar?
Answer: YES
Information that PF collected footage from the hangar at Campo de Marte, in São Paulo, which housed the twin engine, was shared by some netizens in social networks in a "suspicious" tone, as if it were an irregular retreat. The police actually dismantled the security system and took the tape recorder, as reported to Jornal Nacional. But the images were collected in a legal manner, as they are part of the police investigation instituted in Angra dos Reis, and the material will be analyzed in the investigation.

The minister was quoted in a recording that is part of Operation Car Wash and shows a dialogue between Senator Romero Jucá (PMDB-RR) and former president of Transpetro, Sérgio Machado. Here's what they said:
MACHADO - A way is to get someone who has a connection with Theory [Zavascki, Operation Car Wash rapporteur], but it seems that there is no one.

JUCÁ: There is not. He is a frown person, it was she [Ms. Rousseff] who put him, a man ... Bureaucrat of the ... Former Minister of the STJ [Superior Court of Justice].
QUESTION: What did Romero Jucá say after the release of the audio?

In addition, the message indicates that the alleged sergeant was even arrested, but was "released in record time based on habeas corpus issued by Minister Lewandowski." There is no record of the alleged arrest or habeas corpus cited.

What are the characteristics of the airport?
Paraty airport is rudimentary when compared to conventional airports. There is basically a runway in place. What was the status of the aircraft?

The National Civil Aviation Agency (ANAC) reported that the aircraft documentation was in order. The certificate was valid until April 2022, and maintenance inspection (annual) was valid until April 2017.

The 56-year-old Osmar Rodrigues was known for being "very careful" and even gave a talk to other pilots on how to make the Sao Paulo-Paraty route, according to Bom Dia Brazil information.

Did the aircraft have a black box?
Yes. The FAB reported that the plane had an equipment called "voice recorder", that is, a voice recorder. The equipment has been recovered. It may be crucial to clarify what caused the plane to crash. The equipment will go through expertise so that the investigators find out if it was turned on and recorded conversations during the flight.

What do aviation experts say?
Gustavo Cunha Mello, a risk management specialist, told Bom Dia Brasil that it is possible that the pilot suffered spatial disorientation, a phenomenon in which the commander loses his sense of where the surface is (see video below).
"Of course every accident has a number of contributing factors, but the main one, which should be on the Cenipa radar, is the loss of spatial orientation so that it may have touched the tip of the wing in the ocean."
Experts heard by the National Journal believe that the possibility of a break is the least likely. For them, poor visibility due to bad weather may have contributed to the plane crash.
"Apparently, the ceiling catches up and the visibility hangs, it should be up to five kilometers. Only you may have a situation where you have rain. Acidente com Teori Zavascki: veja o que se sabe até agora e o que é boato ou não tem fundamento

Saiba o que foi confirmado, o que está sendo investigado e o que já foi descartado com relação a perguntas e boatos que circulam na internet sobre o acidente.


Após a morte do ministro Teori Zavascki e de mais quatro pessoas na queda de um avião no litoral do Rio de Janeiro, na tarde de quinta-feira (19), várias questões sobre o acidente foram levantadas em redes sociais. Muitas destas perguntas e “teorias da conspiração” são baseadas em informações incorretas e já podem ser descartadas. Outras apontam circunstâncias que ainda são investigadas.

A Infraero informou que a aeronave prefixo PR-SOM, modelo Hawker Beechcraft King Air C90, decolou às 13h01 do Campo de Marte, na capital paulista. O avião é de pequeno porte e tem capacidade para oito pessoas. A queda ocorreu por volta das 13h45, quando o bimotor estava a 4 km de distância da pista do aeroporto da cidade fluminense.
O Ministério Público, a Polícia Federal e um órgão de investigação da Aeronáutica apuram as causas do acidente.
A Polícia Federal iniciou, em Paraty (RJ), buscas por câmeras de segurança que tenham feito imagens da queda do avião em que estava o ministro Teori Zavascki. A PF também quer imagens dos minutos que antecederam o acidente. O objetivo é verificar, com os vídeos, se a aeronave apresentava algum problema quando caiu no mar.
Pergunta: O filho de Teori postou um “recado” sobre “movimentos para frear a Lava Jato” antes do acidente?
Resposta: SIM
Uma mensagem postada em maio de 2016 por Francisco Prehn Zavascki, filho de Teori, voltou a circular nas redes sociais após a morte do ministro. Ele citou “movimentos para frear a Lava Jato” e falou da possiblidade de “algo acontecer com alguém da minha família”.
Em maio, ele escreveu: "É óbvio que há movimentos dos mais variados tipos para frear a Lava Jato. Penso que é até infantil que não há, isto é, que criminosos do pior tipo (conforme MPF afirma) simplesmente resolveram se submeter à lei! Acredito que a Lei e as instituições vão vencer. Porém, alerto: se algo acontecer com alguém da minha família, vocês já sabem onde procurar...! Fica o recado!”
Em maio de 2016 houve um grande avanço na Operação Lava Jato: a Andrade Gutierrez tinha fechado o maior acordo de leniência no caso até aquele momento. A empresa aceitou pagar R$ 1 bilhão em multas, além de garantir a colaboração em todas as investigações de corrupção que possa estar envolvida.
Pergunta: O filho de Teori afirmou que a queda do avião foi um ato de sabotagem?
Resposta: NÃO
Após o acidente, na quinta-feira (19), Francisco Zavascki afirmou à Agência Brasil que descartava, no momento, sabotagem no acidente aéreo. "Eu realmente temia, mas agora isso não está passando pela cabeça de ninguém. Acho que fatalidades acontecem. Paraty, chuva. O avião arremeteu, e é isso aí. Deu zebra".
Indagado a respeito das especulações sobre a morte do pai pelo G1 na sexta-feira (20), Francisco afirma que “seria leviano” fazer qualquer conclusão, e deixa para a investigação concluir as circunstâncias da queda do avião. Entretanto, afirmou: “não gostaria de ser órfão de um pai assassinado”.
Seria muito ruim para o país, extremamente pernicioso, que se imagine que um ministro foi assassinado. Que um juiz, seja ele de primeira instância, seja ele do Supremo Tribunal Federal, seja assassinado por causa de um processo que julgue”, afirmou para, então, finalizar com a afirmação que “eu torço para que tenha sido uma fatalidade, que tenha chegado a hora dele”.
Pergunta: Havia documentos da Lava Jato no avião?
Resposta: NÃO HÁ INFORMAÇÃO QUE INDIQUE ISTO
Mensagens em redes sociais dizem que Teori Zavascki estaria levando na aeronave vários documentos da Lava Jato e o acidente teria feito que estes papeis também tenham se perdido, prejudicando o processo. Esta informação não tem nenhuma confirmação em fontes oficiais. Nem as buscas indicaram que foram encontrados ou podem haver documentos no mar e nem o STF disse que documentos foram perdidos.
Pergunta: Uma foto do modelo da aeronave foi acessada várias vezes antes do acidente?
Resposta: SIM
O site Jet Photos, que tem um banco de imagem de aeronaves, indica que uma foto do Hawker Beechcraft King Air C90 foi acessada quase duas mil vezes no dia 3 de janeiro. O número de acessos foge da média dos dias anteriores, de 0 a 3 cliques. Porém, trata-se apenas de um site de fotos, que não indica deslocamentos passados nem futuros das aeronaves. Por isso, não faz sentido dizer que o alto número de acessos indica que alguém estivesse "seguindo" a aeronave. Também não faz sentido dizer que os acessos visavam a conhecer detalhes técnicos do avião, porque o modelo é altamente conhecido no mercado. Para a PF, a possibilidade é que no dia tenha havido algum anúncio ou alguma promoção de voo. Esta tabela está sendo muito compartilhada em redes sociais sugerindo que o avião estava sendo monitorado para uma suposta sabotagem (clique para ver o site).
Pergunta: O que este número de acessos no site indica?
Resposta: ESTÁ SENDO INVESTIGADO. COMO É APENAS UM SITE DE FOTOS, PF INVESTIGA SE HOUVE ALGUMA PROMOÇÃO NAQUELE DIA
O pico de acessos está sendo investigado pela polícia, mas não necessariamente como um fato ligado a um suposto monitoramento do bimotor. A Polícia Federal disse ao G1: “De fato, a foto na base de dados do avião foi acessada várias vezes, mas não dá para dizer que o avião estava sendo seguido. A PF vai investigar o motivo, mas uma das possibilidades pode ter sido a publicação de algum anúncio ou alguma promoção de voo.”
Pergunta: A Polícia Federal recolheu as imagens da câmera de vigilância do hangar?
Resposta: SIM
A informação de que a PF recolheu as gravações do hangar no Campo de Marte, em SP, que abrigava o bimotor, foi compartilhada por alguns internautas em redes sociais em tom de “suspeita”, como se fosse uma retirada irregular. Os policiais realmente desmontaram o sistema de segurança e levaram o gravador, conforme relatado ao Jornal Nacional. Mas as imagens foram recolhidas de maneira legal, pois fazem parte do inquérito policial instaurado em Angra dos Reis, e o material será analisado na investigação.
Pergunta: Teori é citado como "um cara fechado" em áudio da Lava Jato?
Resposta: SIM
O ministro foi citado em uma gravação que faz parte da Lava Jato e mostra um diálogo entre o senador Romero Jucá (PMDB-RR) e o ex-presidente da Transpetro, Sérgio Machado. Veja o que eles disseram:

PERGUNTA: O que Romero Jucá disse após a divulgação do áudio?
RESPOSTA: Que a conversa foi mostrada “fora de contexto”.
Em entrevista após a divulgação do áudio, Jucá dise que não tem "nada a temer" e que não deve "nada a ninguém". Ele disse também que o diálogo faz parte de uma conversa extensa e que o que foi divulgado são "frases soltas". “Não estou dizendo que houve descontextualização de tudo. As frases que estão ali, são frases que. dentro do contexto da economia e da política, eu tenho repetido isso abertamente”, afirmou.
PERGUNTA: O que ele disse após o acidente?
RESPOSTA: Romero Jucá publicou uma nota de pesar. Leia a nota: "O falecimento do ministro Teori Zavascki é uma grande perda para o País, em especial para a justiça brasileira. O ministro sempre desempenhou um trabalho com precisão técnica e discrição necessária. Todos nós lamentamos a perda e estamos solidários à família, amigos e admiradores".
Pergunta: Um “sargento” deu orientações erradas ao piloto e foil “solto em tempo recorde”?
Resposta: COMPLETAMENTE FALSO
Uma mensagem compartilhada principalmente no Whatsapp cita um suposto sargento que teria orientado o piloto do avião, em conversa por rádio, a descer a uma altura não recomendável. Esta orientação teria levado a aeronave a cair. Além disso, a mensagem indica que o suposto sargento chegou até a ser preso, mas foi “solto em tempo recorde com base em habeas corpus emitido pelo ministro Lewandowski”. Não há registro da suposta prisão nem do habeas corpus citado.

Quais as circunstâncias da queda?
Ainda não está totalmente claro o que ocorreu. Chovia bastante no momento do acidente, segundo imagens de radar. O mau tempo é um fator que pode comprometer a aproximação do aeroporto de Paraty, em que as aterrissagens só podem acontecer em condição visual.
A engenheira Rachel Schneider, que estava num barco de turismo, disse que viu o avião bater com uma das asas na água. "Nesse momento que a gente viu o avião passando, ele estava fazendo uma curva e uma curva muito acentuada", afirmou Rachel ao Bom Dia Rio. "Até falamos: nossa, está esquisito, esse avião está muito baixo. [...] Não explodiu, só fez uma curva muito acentuada e a asa, foi a asa que bateu [no mar]."
Outra testemunha disse que não ouviu nenhum barulho na hora da queda. “Só senti um cheiro forte de gasolina. Logo que o avião caiu, já estavam fazendo o resgate, e uma pessoa que estava dentro do avião estava viva pedindo socorro. As pessoas tentaram socorrer, mas não deu tempo", lamentou Rosália Ramos Lima, dona de uma pousada na Ilha Rasa, que fica perto do local do acidente.
Quais as características do aeroporto?
O aeroporto de Paraty é rudimentar quando comparado com aeroportos convencionais. Há no lugar, basicamente, uma pista de pouso. O aeroporto não tem torre de controle nem equipamentos que permitam pousos por instrumentos, condição em que os aparelhos orientam o piloto sobre qual altitude, inclinação e velocidade ter nos momentos anteriores à aterrisagem. Tampouco há carta de navegação, algo obrigatório em aeroportos com auxílio de instrumentos.
Qual era a situação da aeronave?
A Agência Nacional de Aviação Civil (Anac) informou que a documentação da aeronave estava regular. O certificado era válido até abril de 2022, e inspeção da manutenção (anual) estava válida até abril de 2017.
O piloto Osmar Rodrigues, de 56 anos, era conhecido por ser "muito cuidadoso" e chegou a dar palestra para outros pilotos sobre como fazer a rota São Paulo-Paraty, segundo informações do Bom Dia Brasil.
A aeronave tinha caixa-preta?
Sim. A FAB informou que o avião tinha um equipamento chamado "voice recorder", ou seja, um gravador de voz. O equipamento foi recuperado. Ele pode ser fundamental para esclarecer o que provocou a queda do avião. O equipamento passará por perícia para que os investigadores descubram se ele estava ligado e registrou conversas durante o voo.
Aviões particulares de pequeno porte, como King Air, não são obrigados a ter esse tipo de equipamento. Tanto que a aeronave não tinha o outro gravador encontrado obrigatório em aviões de grande porte, o Flight Data Recorder (FDR), ou gravador de dados de voo, que monitora o comportamento dos sistemas do avião.
Quem era o dono do avião?
A aeronave estava registrada no nome da empresa Emiliano Empreendimentos e Participações Hoteleira, que pertence a Carlos Alberto Fernandes Filgueiras. O Grupo Emiliano tem uma rede de hotéis de luxo, com uma unidade em São Paulo e outra no Rio. Filgueiras era amigo do ministro Teori Zavascki.
O que dizem especialistas em aviação?
Gustavo Cunha Mello, especialista em gerenciamento de risco, disse ao Bom Dia Brasil que é possível que o piloto tenha sofrido desorientação espacial, fenômeno no qual o comandante perde a noção de onde está a superfície (veja o vídeo abaixo).
Claro que todo acidente tem uma série de fatores contribuintes, mas o principal, que deve estar no radar do Cenipa [Centro de Investigação e Prevenção de Acidentes Aeronáuticos], é a perda de orientação espacial para que ele possa ter tocado a ponta da asa no oceano.”
Especialistas ouvidos pelo Jornal Nacional acreditam que a possiblidade de uma pane é a menos provável. Para eles, a pouca visibilidade por causa do mau tempo pode ter contribuído para a queda do avião.
Aparentemente, o teto trava acima e a visibilidade trava, devia estar acima de cinco quilômetros. Só que você pode ter uma situação em que você tem chuva. Se uma chuva mais forte, não precisa ser de grande intensidade, mas uma chuva forte, durante pouco tempo, pode fazer com que desapareça o horizonte”, explicou Jorge Eduardo Leal Medeiros engenheiro aeronáutico e professor da Poli-USP.
Uma testemunha contou que o avião chegou a arremeter. O acidente teria acontecido na segunda tentativa de pousar. “O procedimento correto é fazer uma arremetida quando está numa situação onde não está confortável, onde identifica um problema, seja no aeroporto, seja na aeronave, arremete. Agora, o que não se sabe é que dentro desse período da aproximação e arremetida o que aconteceu”, disse o piloto Adriano Castanho, diretor do Sindicato Nacional dos Aeronautas. O que se sabe sobre o piloto?
O piloto Osmar Rodrigues era "muito cuidadoso" e chegou a dar palestra para outros pilotos sobre como fazer a rota São Paulo-Paraty, segundo informações do Bom Dia Brasil. Rodrigues tinha 56 anos.

Fernando Guimarães, dono do Hangar Tag, disse que o piloto conhecido pelos amigos como "Mazinho" foi escolhido por ser o mais experiente para falar sobre os desafios de um voo para Paraty.
"Ele falou pra gente foi isso: 'O segredo é vocês não abusarem, saibam dizer não pro patrão de vocês, a visibilidade tá ruim, arremeta, não vá. Se tem chuva, desvie...'", relatou Guimarães.
Quem conduzirá as investigações?
A apuração das razões técnicas que contribuíram para o acidente, como a influência do mau tempo, da aeronave e do piloto, ficam a cargo do Centro de Investigação e Prevenção de Acidentes Aeronáuticos (Cenipa), que esteve no local da queda na quinta-feira.
Ministério Público Federal (MPF) e Polícia Federal (PF) irão apurar se houve eventual intenção deliberada de derrubar o avião.
O MPF de Angra dos Reis, no litoral sul do Rio de Janeiro, abriu inquérito a respeito. A responsável é a procuradora da República Cristina Nascimento de Melo.
Na PF, o inquérito está sob responsabilidade do delegado chefe da corporação em Angra, Adriano Antonio Soares. O policial aguarda a chegada em Angra de um grupo da PF de Brasília, especializado em acidentes aéreos.
Qual é o prazo da investigação técnica e quais são as etapas?
O tenente-coronel da reserva da Aeronáutica Luiz Alberto Bohrer disse ao Jornal Nacional que uma investigação não tem um prazo pré-determinado.
Não existe um padrão, tanto que a legislação antiga nossa estabelecia 30 dias, aí o investigador tinha que pedir renovação, o que era um absurdo. Em 30 dias não se analisa nem declarações de testemunha. Então, as investigações, o prazo legal previsto desapareceu”, disse.
Uma investigação começa com a seleção de testemunhas: coleta de dados no loca e análise dos destroços. Os investigadores buscam indícios de falhas, levantam hipóteses sobre a performance do avião nos momentos finais do voo, fotografam detalhes e retiram partes do avião.
Depois, vem a fase de análise dos dados, de informações médicas e psicológicas dos pilotos, da rota de voo, da meteorologia. Ao longo dos trabalhos, outros profissionais - pilotos, engenheiros, médicos, psicólogos, mecânicos - poderão ser chamados para se juntar à comissão.
Aí depois que termina isso daí tem que ser feito o parecer, tem que se analisar tudo isso, porque pode ter uma quebra, uma falha, mas que não teve papel importante no acidente. Aí o investigador ou a comissão de investigação junta todos os laudos parciais, faz o laudo final. Aí vem a palavra final que representa o governo brasileiro que diz o acidente aconteceu por causa disto. Aí este relatório depois que é feito, é entregue, podemos dizer: a investigação está concluída”, explicou Bohrer.
