Saturday that United States leader Donald Trump praised Brazil's
economy during the G-20 meeting in Hamburg, Germany.

publicações no Twitter, Temer disse que sugeriu ao presidente dos
EUA aproximar empresários brasileiros e americanos para gerar
negócios, e que Trump teria gostado da ideia, além de "reforçar
que o Brasil está indo muito bem".
Na
primeira postagem, o presidente brasileiro afirma ter sugerido a
Trump a aproximação entre empresários brasileiros e americanos,
tendo recebido sinal positivo. "Sugeri ao presidente
@realDonaldTrump aproximar empresários brasileiros e americanos
para gerar novos negócios. Ele gostou da ideia", afirma Temer.

cerco de Toulon origina-se da turbulência da primeira Revolução
Francesa, com o surgimento da Constituição que permitiu a
instalação da Assembleia Legislativa em 1789. Mas esta não durou
muito tempo, tendo sido substituída pela Convenção Geral em 1792,
cuja composição era formada em sua maioria por deputados chamados
jacobinos que tinha filiação também de Napoleão Bonaparte. Este,
no entanto, antes de ter filiação no partido jacobino, era já um
republicano.
Toulon
localiza-se no sul da França, cujo porto, porto
de Toulon, àquela
época era o mais importante dos portos do sul do país, e que foi
tomado
pelos girondinos,
deputados que faziam parte de uma burguesia defensora de uma
monarquia parlamentarista, que queriam usá-lo como moeda de barganha
para seus interesses.
Napoleão,
nesse momento da história francesa, era capitão de artilharia, e
foi enviado para o sul do país, cujas tropas
foram enviadas a mando
dos jacobinos
para lutar no cerco de
Toulon no sentido de
resgatá-lo, ou seja, retirá-lo da influência dos girondinos.
A
batalha não foi fácil, porque a Espanha apoiava a França
monarquista
ainda forte no país. Por sua vez, as tropas republicanas
tiveram vários problemas e Napoleão presenciava todos esses
problemas. Então ele decidiu agir, conseguindo apoio de um deputado
que era representante do povo, para quem Napoleão apresentou seus
planos para a tomada do lugar ocupada por tropas girondinas.
Napoleão
precisou de apenas três dias para retomar o local, e com sua tropa
republicana conquistou a vitória sobre a tropa monarquista. Pela sua
estratégia e brilhantismo, de capitão tornou-se tenente-coronel.
Mas isso foi apenas o começo para sua conquista de patentes. Muito
rapidamente, pela reputação conquistada na vitória em Toulon,
tornou-se general.
Qual
a relação (analogia) poderia fazer com a crise política que se
instalou no Brasil e recusa-se a deixar o povo tranquilizado para
pensar nas questões da retomada econômica e da estabilidade
social?
Através
das obras
de Luiz Felipe D'Avila, especialmente OS DEZ MANDAMENTOS, passamos a
ter uma visão mais nítida da necessidade de uma AGENDA DE ESTADO
que corresponde a
construção de um Estado de Direito.
Diferentemente que no Cerco de Toulon Napoleão Bonaparte foi único,
aqui nesta situação e sem soluções beligerantes ou de necessidade
de enrijecimento
do Sistema de Governo com participação de interventores, mas
solução dentro do mais alto nível decorrente da
evolução da humanidade,
decorrente dos importantes passos da Solução
do Cerco de Toulon, Revolução Francesa e outros que deram as bases
para Direitos Fundamentais
do Cidadão e as bases da Democracia. A elaboração de uma AGENDA DE
ESTADO considerando
POLÍTICAS DE ESTADO que segundo ALMEIDA (2016):
Políticas
de Estado, por sua vez, são aquelas que envolvem as burocracias de
mais de uma agência do Estado, justamente, e acabam passando pelo
Parlamento ou por instâncias diversas de discussão, depois que sua
tramitação dentro de uma esfera (ou mais de uma) da máquina do
Estado envolveu estudos técnicos, simulações, análises de impacto
horizontal e vertical, efeitos econômicos ou orçamentários, quando
não um cálculo de custo-benefício levando em conta a trajetória
completa da política que se pretende implementar. O trabalho da
burocracia pode levar meses, bem como o eventual exame e discussão
no Parlamento, pois políticas de Estado, que respondem efetivamente
a essa designação, geralmente envolvem mudanças de outras
normas ou disposições pré-existentes, com incidência em setores
mais amplos da sociedade.
Se
quisermos ficar apenas com um exemplo, no âmbito da diplomacia,
pode-se utilizar esta distinção. Política de Estado é a decisão
de engajar um processo de integração regional, a assinatura de um
tratado de livre comércio, a conclusão de um acordo de cooperação
científica e tecnológica numa determinada área e coisas do gênero.
Política de governo seria a definição de alíquotas tarifárias
para um setor determinado, a exclusão de produtos ou ramos
econômicos do alcance do tratado de livre comércio, ou a assinatura
de um protocolo complementar definindo modalidades para a cooperação
científica e tecnológica na área já contemplada no acordo. Creio
que tanto o escopo das políticas, como os procedimentos observados
em cada caso podem ser facilmente distinguidos quando se considera
cada um dos conjuntos de medidas em função das características
definidas nos dois parágrafos precedentes.
Por
isso, não se pode pretender que as políticas de Estado possam ser
adotadas apenas pelo ministro da área, ou mesmo pelo presidente, ao
sabor de uma sugestão de um assessor, pois raramente o trabalho
técnico terá sido exaustivo ou aprofundado o suficiente para
justificar legitimamente essa designação. Isso se reflete, aliás,
na própria estrutura do Estado, quando se pensa em como são
formuladas e implementadas essas políticas de Estado.
Pense-se,
por exemplo, em políticas de defesa, de relações exteriores, de
economia e finanças – em seus aspectos mais conceituais do que
operacionais – de meio ambiente ou de educação e tecnologia: elas
geralmente envolvem um corpo de funcionários especializados,
dedicados profissionalmente ao estudo, acompanhamento e formulação
das grandes orientações das políticas vinculadas às suas
respectivas áreas. Ou considere-se, então, medidas de natureza
conjuntural, ou voltadas para uma clientela mais restrita, quando não
ações de caráter mais reativo ou operacional do que propriamente
sistêmicas ou estruturais: estas podem ser ditas de governo, aquelas
não.
Portanto,
quando alguém disser que está seguindo políticas de Estado, pare
um pouco e examine os procedimentos, a cadeia decisória, as
implicações para o país e constate se isso é verdade, ou se a tal
política corresponde apenas e tão somente a uma iniciativa
individual do chefe de Estado ou do ministro que assim se expressou.
Nem todo presidente se dedica apenas a políticas de Estado, e nem
toda política de Estado é necessariamente formulada pelo presidente
ou decidida apenas no âmbito do Executivo.
Tal
AGENDA DE ESTADO
poderia ser a solução pacífica, democrática
e no momento republicano
para
Cerco de Toulon Brasileiro. Entretanto, percebe-se que esta AGENDA já
vem sendo construída
há anos onde alguns expoentes podem ser citados. Um deles é o
Jurista Ives Gandra Martins, intelectual
e conhecedor do Direito Brasileiro Constitucional,
onde há muito tem comprovado a efetividade e eficácia do Sistema
Parlamentarista – PRIMEIRO MANDAMENTO DA AGENDA DE ESTADO.
A
Obra 10 MANDAMENTOS de Luiz Felipe d’Avila faz uma aproximação
boa desta necessidade e é iniciada com um diagnóstico
severo e uma solução com
Proposta de Mudança de Comportamento e Cultura:
Um
diagnóstico severo vem escoltado pela esperança, sim, como país,
de fazer escolhas. E, essas escolhas é que vão determinar o que
vamos fazer do que fizeram de nós. Pois mesmo considerando que em
sua percepção o “Estado brasileiro está quebrado, desacreditado
e destruído, a credibilidade das instituições democráticas
mantém-se. Suas artérias foram entupidas pelo colesterol da
incompetência das lideranças políticas que vem postergando as
reformas estruturais de que o Estado precisa; pela ineficiência da
gestão pública petrificada nos rituais burocráticos e no
cumprimento de processos dissociados do objetivo das políticas
públicas, pelo câncer da corrupção compulsiva que azeita as
intermediações dos rentistas do Estado que se apoderaram da máquina
pública e formaram um cartel de políticos ladrões, empresários,
sindicatos e servidores parasitas que vivem a custa do Estado e dos
privilégios e subsídios a eles concebidos”.
O
autor da obra vislumbra saída através da mudança de comportamento
e cultura através de valores. O mérito do livro, dentre
outros, é identificado no paralelo com a política que está
atualmente sendo adotada pelo governo em exercício. O autor
parte de uma análise como a "Teoria das Elites"
(ou "teorias") que tem por tradição a forma de
constituição da sociedade brasileira. Quando se revela, mais se
dedica aos aspectos viciosos de nossa formação, tomada como mera
deformação, do que às suas eventuais e particulares virtudes. É
nessa trilha que se firmaram alguns clássicos da nossa literatura
sociológica, como "Raízes do Brasil", de Sérgio Buarque
de Holanda, e "Os Donos do Poder", de Raymundo Faoro. E não
vai aqui, muito ao contrário, uma tentativa de desmerecer obras e
autores. São essenciais ao entendimento do que somos, pois existe a
proposta de uma percepção diferenciada desses autores, reiterando o
lado virtuoso dos temas tratados pelos autores. Alguns trechos
remetem à questões atuais, bem como discussões importantes para
encontrar alternativas de soluções para situações emergentes,
como segurança pública e a escalada da violência e do
terrorismos local e internacional. O autor preferiu escalar a
montanha do pensamento em busca de valores que possam apontar não
para o caminho da redenção – não existe isto em história –
mas o da reforma permanente, que renova a tradição ao purificar o
arcaico e dialogar com o novo. Os mandamentos são propostas
apresentas pelo autor que podem ser adotadas como orientadoras
para os governos das três esferas administrativas, principalmente
galgados em estratégias de mudanças de comportamento e cultura que
poderiam ser percebidas também através dos arcabouços teóricos
das Terapias de Terceira Onda onde Terapia da Aceitação e
Compromisso/Mindfulness de Steven Hais é central e que poderiam
colaborar de forma decisiva para referidas mudanças. E onde há
compartilhamento com o pensamento do autor, OS VALORES SÃO PILARES
CENTRAIS também. Neste contexto novo apresentado, ele propõe que
seja criado, identificando em dez itens que ele chama de mandamentos,
agenda de Estado e não somente de Governo. São os seguintes:

Adotarás o Parlamentarismos como Sistema de Governo

Criarás o Verdadeiro Federalismo
3)
Criarás Servidores Públicos Movidos pelos Princípios da
Meritrocracia e da Política de Resultados;
4)
Transformarás o Estado Assistencial em Estado Prestador de Serviços;

Acabarás com Capitalismo de Estado e adotarás a Economia de
Mercado;

Integrarás o Brasil à Economia Global e Impulsionarás;
7)
Educarás os brasileiros para o Mundo Globalizado

Não abrirás mãos dos ganhos da globalização.
10)
Resgatarás a Credibilidade do Estado, a Virtude da Política
Desta
forma ousa-se fazer um paralelo com esta esdrúxula situação vivida
pelo Brasil e numa Conjuntura de Acontecimentos próximos que parecem
ter uma correlação, com uma série de Atores Nacionais e
Internacionais com ineditismos de situações algumas pouco vista:
Convite do Presidente da França Emmanuel Macron ao Presidente Trump,
com intento de discutir sobre Questão do Terrorismo
e Questão do Acordo Climático, principalmente, rompendo com um
passado não longínquo não deixando de lembrar posições francesas
nacionalista antiamericana, num passado. Pouco antes na Reunião do
G20 Presidente Trump demonstra admiração pelas Reformas e medidas
tomadas na Economia Brasileira do Governo Brasileiro. Paralelo a isto
tudo a onda de Violência tentando com a vida dos policiais militares
– praticamente guerra civil -estado de exceção no Rio de Janeiro
e esta onda se estendendo para outros estados como São Paulo, etc.
E, manifestações legítimas de alunos do IOPEN que ingressarão nas
carreiras militares. Lembrando-se também a Academia Militar de Nova
York onde Presidente Trump se formou.
Todas
estas manifestações contemporâneas lembram o quão França viveu
com o Cerco de Toulon e as suas consequências na Revolução
Francesa, e com repercussões para Unificação da França, Europa e
consequências ainda percebidas no mundo como todo, sem deixar de
mencionar o Brasil.
Há
dois grupos políticos muito fortes que tem a pretensão de formar
suas áreas de influências, tal como ocorrera na França às
vésperas da Revolução de Francesa de 1789, os girondinos,
monarquistas,
e os jacobinos,
republicanos.
Relevância
do aparecimento de um capitão/general, para unificação do país,
não permitindo que locais estratégicos sejam alvos de disputas
entre os deputados e senadores. Michel Temer, até o momento,
apresenta-se como protagonista dessa batalha, tal como Napoleão. Ele
tenta trabalhar para conseguir apoio de deputados e senadores.
Conseguindo esse apoio, tal como Napoleão obteve apoio de um
deputado do povo apresentando-lhe o seu plano de ação para a
conquista de Toulon, Temer apresentará seu plano de conquista
política e econômica. Isso significa que o país não pode mais
ficar dividido como está. O apoio é imprescindível para o sucesso
das reformas. Esse mesmo apoio poderá também partir do povo.

contexto de elaboração da referida AGENDA DO GOVERNO TEMER COM TODA
SUA EQUIPE,
EM ESPECIAL A ECONÔMICA,
tem participação
importante na materialização de passos que são decisivos e
que darão as BASES PARA A ELABORAÇÃO E CONSOLIDAÇÃO DA AGENDA DE
ESTADO – FUNDAMENTAL PARA DELINEAR NOVOS RUMOS DE DESENVOLVIMENTO
SUSTENTÁVEL PARA O BRASIL, AMÉRICA
LATINA, OS BRICS E FINALMENTE O MUNDO.
