 WHEN Brazil won an investment-grade credit rating in 2008, Luiz Inácio Lula da Silva, the then president, compared its earlier, junk-rated incarnation to a ne’er-do-well who spends twice as much as he earns, mainly on gambling and booze. Henceforth, the president crowed in typically folksy fashion, Brazil would be a respectable worker who “looks after the family”. Yet under Lula’s protégée and successor, Dilma Rousseff, Brazil risks falling off the wagon.
On July 28th Standard & Poor’s, a rating agency, said the country may lose its cherished status if it doesn’t sober up. The warning was precipitated by the government’s decision last week to lower its targets for primary surpluses (ie, before debt-service costs) for 2015-18. The goal for this year and next shrank from 1.1% and 2% of GDP, respectively, to 0.15% and 0.7%. The target for 2017 was cut from 2% to 1.3%, even though the IMF had recently suggested that it ought to go up to 2.5%. “The government seems to have thrown in the towel on the fiscal adjustment,” complains one investment banker. The other big rating agencies are expected to follow S&P’s lead soon.

The central bank had been hoping to start cutting rates soon. The fiscal backsliding has made that impossible: on July 29th it raised rates instead by half a percentage point (the sixth such rise in a row), to 14.25%.
Joaquim Levy, the hawkish finance minister, insists that the relaxed targets do not amount to surrender, merely a tactical retreat. Output is falling faster than hoped, ministers explained, weighing down tax receipts; they now expect to collect 122.5 billion reais ($37 billion) less this year than first thought.
Mr Levy plans to boost revenues with one-offs such as the sale of infrastructure concessions, a few (timid) privatisations and a tax amnesty for repatriated profits. But if growth does not pick up—and there is no sign that it will—gross public debt will exceed 70% of GDP by 2018, reckon analysts at BNP Paribas. That is inconsistent with an investment grade, given Brazil’s hefty interest bill, says Mansueto Almeida, a public-finance expert. Retaining that rating requires an overhaul of benefits, public pensions and other fixed spending, which account for some 80% of the budget but are politically sacred.
Markets appear to share S&P’s view. The price of insuring Brazil’s government bonds against default shot up in the wake of last week’s announcement. It is now higher than for Turkish bonds, which S&P rates as junk. The real has weakened by 3.9% against the dollar in one week.
S&P is at pains to stress that its shift is not tantamount to a downgrade. India spent two years on a similar negative watch before returning to a stable outlook, it notes. Mr Levy and the central bank have been making some progress (the current-account deficit has narrowed; inflation expectations have subsided). S&P’s warning may yet concentrate minds in Brazil’s government. But fear of a relapse is rising.

São Paulo - A mais recente edição da revista inglesa The Economist traz um artigo crítico sobre a gestão da presidente Dilma Rousseff, classificando a petista como "O Fantasma do Planalto".
O texto fala das recentes manifestações de rua contra a presidente e o PT, frisando que os que foram para as vias públicas já ganharam mais do que imaginam, pois em menos de quatro meses após o início de seu segundo mandato consecutivo Dilma continua em seu cargo, mas para muitos efeitos práticos, não está mais no poder.
Quem comanda a economia é o ministro da Fazenda, Joaquim Levy, e o PMDB detém as rédeas da política. Além disso, o seu partido, o PT, não toma mais as decisões em Brasília.
O texto destaca as dificuldades de Dilma se manter no poder, citando que a incendiária combinação da deterioração da economia com o grande escândalo de corrupção na Petrobras contribuiu para derrubar seu índice de popularidade.
E lembra a pesquisa Datafolha, divulgada no dia 11 de abril, na qual 63% dos entrevistados se dizem favoráveis ao impeachment da presidente. Ao falar sobre o tema, a revista diz que a oposição busca pareceres jurídicos para saber se ela pode ser acusada em razão do escândalo da Petrobras ou pela violação da Lei de Responsabilidade Fiscal.
O texto diz que a situação atual é um grande revés para o PT, que durante anos dominou a política brasileira graças ao ex-presidente Luiz Inácio Lula da Silva. E que o mais dramático "nessa hemorragia do poder presidencial" é que Dilma tem ainda pela frente quase quatro anos de mandato.
"Nesse tempo a economia vai certamente piorar antes de melhorar", diz a publicação, indagando se ela sobreviverá. Em outro trecho, o artigo faz um contraponto de que como ex-guerrilheira que já sobreviveu à tortura, dificilmente pode-se esperar que Dilma renuncie.
Apesar das duras críticas, a revista diz que o ex-presidente tucano Fernando Henrique Cardoso, classificado de líder intelectual da oposição, tem razão ao advertir que o impeachment neste momento seria uma temeridade.
E argumenta que os movimentos sociais, por trás dos protestos de rua, poderiam gastar o seu tempo nos próximos três anos promovendo a reforma política, pressionando a Justiça para punir os responsáveis no caso do petrolão e reinventando a moribunda oposição. No final do texto, a The Economist questiona se Dilma Rousseff, "quase sem amigos" e com um longo e desanimador trabalho pela frente terá a coragem necessária para tentar recuperar o poder que perdeu.

Sao Paulo, Brazil (CNN)Throngs of protesters packed the streets of major Brazilian cities on Sunday, pushing for the impeachment of President Dilma Rousseff.
Fueled by mounting anger over a corruption scandal that has implicated politicians in Rousseff's party, demonstrators chanted "Out with Dilma" and "Time for change."
Police estimated that 275,000 demonstrators marched in Sao Paulo. A sea of protesters dressed in the green and yellow of the Brazilian flag used decades-old rallying cries to fire up their ranks, singing rock songs that date back to protests of the country's one-time military dictatorship.
It's the second day of nationwide anti-government demonstrations in less than a month. And protesters vowed that it wouldn't be the last.
Also knocking her administration, investigators are unraveling a huge money laundering and bribery case centered around Petrobras, Brazil's state-run oil company. Dozens of politicians, some in Rousseff's party, are accused of accepting millions in payments.

 It must be accompanied with attention this news  reported (and already denied and already confirmed) efforts at reconciliation among former presidents Luiz Inacio Lula da Silva and Fernando Henrique Cardoso. Depending on the consequences of a possible meeting, this may be litmus test credibility for the police endpoint  of Money Laundering “Car Wash” Operation, the most interesting news of the political world in a long time.

This is not a connection between PT and PSDB, but a wave of their greatest figures toward a cease-fire that has never been sought. The idea is obviously a political opportunity basis: both the PT (Worker’s Party) and PSDB (Brazilian Social Democratic Party) interested in shutting down the strengthening of Senator Neves Team (PSDB-MG). This building does not matter to party colleagues looking out run for president in 2018. Hence the  nod of Lula also to the former presidential candidate José Serra (PSDB-SP) - one whose wife told a voter in 2010 that Ms. Rousseff, defending the idea to address the issue of abortion as a public health issue, "kill children" if elected. Around the Brazilian Central Plateau surroundings , the São Paulo Governor Alckmin, has been preaching moderation to talk about impeachment, although it raised the tone against the government in toucan Convention reappointed Neves to the presidency of legend.

The PT, which for years butted the same fury with which he was beaten and is now in the interest of pacification of the political environment for an obvious reason: the word “impeachment” does not have time to get out of the mouth of voters and enemies, and the little moderate toucan wing or nothing seems to make to contain the hostility of the mining senator set against a out of funds government. Today toucans as Neves and Carlos Sampaio, acronym leader in the House, are closer to the extreme wings of the DEM (Democrats), Ronaldo Caiado ahead than the moderate wing of the legend. The thought is radicalizing now or never.
Seeing the virulence and the platform given to this virulence in newspaper clippings and sound cars, Lula should miss time in beating mouth publicly with FHC. This, every criticism of the Lula government, was promptly unauthorized by the successor. Whenever FHC (Cardoso) said that lacked national project opponents, Lula replied, in a tone of mockery, which former President was similar to man's bust: is for nothing. Therefore it should be quiet. Today Lula, a former president who does not spare opinions to his successor government, wants to hear what the predecessor has to say. No wonder. Nearby hostility Aécio, and creeping of  Eduardo Cunha (PMDB-RJ), the shouting matches between Lula and Cardoso are looking “pillow fight”  .
One question, however, is in the air. That Serra (and, presumably, Alckmin), have an interest in halting the impetus of Neves seems logical. And  what about FHC (Cardoso)? What interest would have to cooperate at that time?
In a recent interview, the former president gave toucan clues who today seeks answer to this question. His concern, he said, was not to win this or the next election and make successors to populate the world. His concern was history. And the fact if tomorrow historians want to understand why the former presidents took so long to extend their hands, the answer will be before the vanity that moves them than the projects that distinguish them.
Guarantor of the economic stabilization process and hence democratic in Brazil after the reopening - the first popularly elected to receive and deliver to the successor the presidential sash from Juscelino Kubitschek - in the first term, Cardoso turned scarecrow from the melancholy end of a second turbulent government, marked by scandals superintendents, disputed privatization and economic imbalances under the shadow of suspicion of vote buying to approve the re-election amendment, the combined change but not much in the exchange and the taint of "electoral swindler".
The biographical deconstruction of  FHC always served as ammunition to Lula and the PT. In one of the debates against Alckmin in 2006, Lula came to tighten and bring your hands to the head, ironically, seek the former president in the audience: "That’s Funny, I do not see Mr. Cardoso here in the audience." Then when they started raining awards honorary doctor of the former metalworker, this and his supporters did not lose a chance to make fun of the predecessor: the prince of sociologists, who did not contribute significantly to the expansion of public university in the country, should be if grinding, they provoked.
The historic importance of FHC within the PSDB has always taken into account, but he never hid his resentment at being in at least two presidential elections, camouflaged not to disrupt the presidential party candidate. Also he never settled by the lack of respect with which he was treated by opponents. This absence was part of a narrative, stitched by years of political marketing, according to which the demonization of a party, more like each other than they would like their supporters, is a condition for strengthening the opponent.
In the last election the attachment to this narrative bordered on ridiculous. There was talk more in ghosts and risk of kickback than solutions and advances in a copy-and-paste botched the film "A Vila (The Village)", which we have already spoken about here.
In this game that for years bordered on irresponsibility, Rousseff live and broadcast television suggested that Neves, as with real chances to get her presidency driving drunk. In election worth anything, they justified those who applauded the low blow. The result is that Neves never swallowed the stoned, the election never ended today toucans defy logic and the history to fail to pass the Congress the end of social security factor and reelection two toucans inventions, only to extend the fire against the government in Congress.
It is unknown how and if indeed there will be meeting between Lula and Cardoso, whose biographies in their respective political crises, became the object of a cruel historical revisionism.
FHC had one before the end of the second term. Lula, the most acclaimed president in history, is likely to be remembered as the political leader who allowed the thieves facility in the largest company in Brazil for sources of funds to own party and allies.
Both have a chance now to remember how the two major references of the two largest parties in the country that left the side of nitpicking in a gesture of public spirit and greatness, together defused a bomb that would take them to die embraced. In order to awaiting conferment.

 Deve ser acompanhada com atenção a noticiada (e já negada e já confirmada) tentativa de aproximação entre os ex-presidentes Luiz Inácio Lula da Silva e Fernando Henrique Cardoso. A depender dos desdobramentos de um possível encontro, esta pode ser, noves fora o desfecho policial da Operação Lava Jato, a notícia mais interessante do mundo político em muito tempo.
Não se trata de uma aproximação entre PT e PSDB, mas de um aceno de suas maiores figuras em direção a um cessar-fogo que jamais foi procurado. O cálculo tem, obviamente, um fundamento de oportunidade política: tanto no PT quanto no PSDB há grupos interessados em barrar o fortalecimento do grupo do senador Aécio Neves (PSDB-MG). Este fortalecimento não interessa aos colegas de partido que vislumbram disputar a Presidência em 2018. Daí a aceno de Lula ao também ex-presidenciável José Serra (PSDB-SP) – aquele cuja esposa disse a uma eleitora em 2010 que Dilma Rousseff, defensora da ideia de tratar a questão do aborto como uma questão de saúde pública, “mataria crianças” caso eleita. Mais ou menos na órbita do Planalto, o governador paulista, Geraldo Alckmin, tem pregado moderação ao falar sobre impeachment, embora tenha elevado o tom contra o governo na convenção tucana que reconduziu Aécio Neves à presidência da legenda.
Ao PT, que durante anos agrediu com a mesma fúria com que foi e agora é agredido, interessa a pacificação do ambiente político por um motivo óbvio: a palavra impeachment não tem hora para sair da boca de eleitores e inimigos, e a ala moderada tucana pouco ou nada parece fazer para conter a hostilidade do grupo do senador mineiro contra um governo na lona. Hoje tucanos como Aécio Neves e Carlos Sampaio, líder da sigla na Câmara, estão mais próximos do extremo do DEM, Ronaldo Caiado à frente, do que da ala moderada da legenda. O cálculo é radicalizar agora ou nunca.
Ao ver a virulência e o palanque dado a essa virulência em recortes de jornais e carros de som, Lula deve sentir saudade do tempo em que batia boca publicamente com FHC. Este, a cada crítica ao governo Lula, era prontamente desautorizado pelo sucessor. Toda vez que FHC dizia que faltava projeto de nação aos adversários, Lula respondia, em tom de deboche, que ex-presidente era igual a peito de homem: não serve pra nada. Portanto, deveria ficar calado. Hoje Lula, ex-presidente que não poupa pitaco ao governo da sucessora, quer ouvir o que o antecessor tem a dizer. Pudera. Perto da hostilidade de Aécio, e das rasteiras de Eduardo Cunha (PMDB-RJ), os bate-bocas entre Lula e FHC ficam parecendo guerra de almofadas.
Uma pergunta, no entanto, fica no ar. Que Serra (e, presume-se, Alckmin), tenham interesse em frear o ímpeto de Aécio parece lógico. Mas e FHC? Que interesse teria em colaborar a essa altura do campeonato?
Em entrevista recente, o ex-presidente tucano dava pistas a quem hoje busca resposta a essa questão. A preocupação dele, dizia, não era ganhar esta ou a próxima eleição e fazer sucessores para povoar o mundo. Sua preocupação era a História. E se amanhã os historiadores quiserem entender por que os ex-presidentes levaram tanto tempo para estenderem as mãos, a resposta estará antes na vaidade que os move do que nos projetos que os distinguem.
De fiador do processo de estabilização econômica e, consequentemente, democrática do Brasil após a reabertura – o primeiro eleito pelo povo a receber e entregar ao sucessor a faixa presidencial desde Juscelino Kubitschek – no primeiro mandato, FHC virou espantalho desde o fim melancólico de um segundo governo turbulento, marcado por escândalos em superintendências, privatizações contestadas e desajustes econômicos sob a sombra da suspeita da compra de votos para aprovar a emenda da reeleição, a mudança combinada mas não muito no câmbio e a pecha de “estelionatário eleitoral”.
A desidratação biográfica de FHC sempre serviu de munição a Lula e o PT. Em um dos debates contra Alckmin, em 2006, Lula chegou a franzir e levar as mãos à testa para, em tom de ironia, procurar o ex-presidente na plateia: “Engraçado, não estou vendo o Fernando Henrique aqui”. Depois, quando começaram a chover prêmios de doutor honoris causa ao ex-metalúrgico, este e seus apoiadores não perdiam a chance de debochar do antecessor: o príncipe dos sociólogos, que pouco ou nada contribuiu para a expansão da universidade pública no país, deveria estar se moendo, provocavam.
O peso histórico de FHC dentro do PSDB sempre foi levado em conta, mas ele jamais escondeu o ressentimento por ter sido, em ao menos duas eleições presidenciais, camuflado para não atrapalhar o candidato do partido à Presidência. Também jamais se conformou pela ausência de deferência com que era tratado pelos adversários. Esta ausência era parte de uma narrativa, costurada por anos de marketing político, segundo a qual a demonização de um partido, mais parecido entre eles do que gostariam seus apoiadores, é condição para o fortalecimento do adversário.
Na última eleição o apego a esta narrativa beirou o ridículo. Falou-se mais em fantasmas e riscos de retrocesso do que em soluções e avanços, num copia-e-cola mal feito do filme “A Vila”, do qual já falamos neste espaço.
Nessa brincadeira que durante anos beirou a irresponsabilidade, Dilma sugeriu ao vivo e em TV aberta que Aécio Neves, já com chances reais de tirá-la da Presidência, dirigia bêbado. Em eleição vale qualquer coisa, justificavam os que aplaudiram o golpe baixo. O resultado é que Aécio nunca engoliu a pedrada, a eleição jamais terminou, hoje tucanos desafiam a lógica e a própria história ao deixarem passar no Congresso o fim do fator previdenciário e da reeleição, duas invenções tucanas, apenas para estender o incêndio contra o governo no Congresso.
Não se sabe como e se de fato haverá encontro entre Lula e FHC, cujas biografias, em suas respectivas crises políticas, se tornaram objeto de um duro revisionismo histórico.
FHC teve o seu antes mesmo do fim do segundo mandato. Lula, de presidente mais aclamado da história, corre o risco de ser lembrado como o líder político que permitiu a instalação de larápios na maior empresa do Brasil para obter fontes de recursos ao próprio partido e aliados.
Ambos têm a chance agora de serem lembrados como as duas maiores referências dos dois maiores partidos do país que deixaram as picuinhas de lado para, num gesto de espírito público e grandeza, desativaram juntos uma bomba que os levaria a morrer abraçados. A conferir.
