Brazil,
the only country in the world where elections are inauditable
Result of the only audit
performed, independent of (Brazilian Superior Electoral Court (TSE) in Election Audit, Experts
Reject Polls, FakeNews TSE
"It is not the vote
that (defines what) is democracy. It's the way to count the votes.
"Despite all TSE Fakenews reproduced in the press, that it
allows auditing of electronic voting maclhines, the
indisputable fact is that the only democratic means of auditing an
election is to make the way back from voting, something that only
paper , the physical record ensures.
Brazil, being the
only country in the world that only votes virtually, is also the only
one in the world, where elections are inaudible, where the
appointments are secret and made by technocrats of the electoral
body; is the only country in the world prevented from supervising and
conducting the public count of votes, by citizens and candidates. All
this as an effect of the legacy of a totalitarian body created in a
dictatorship.
The only independent
audit occurred in 2014 and the result: Brazilian ballot boxes are
inaudible.
Since electronic ballot
boxes were introduced in 1996, only in 2014, for the first time ever,
did a party obtain the "authorization" of the auditee to
carry out an audit of the electoral result.
Claiming to have
received avalanche of fraud reports, and unable to conduct physical
recount - as it is in the rest of the world, the defeated
presidential party (PSDB), requested an independent audit of the TSE.
According to them, not to challenge the outcome, but to respond to
the electorate.
All STF / TSE
ministers reacted in the press in a tone of indignation and
debauchery, claiming that the request for an audit was a loser not in
accordance with the "democratic result". That there was no
reason to suspect the "smoothness and security" of the
polls. (As if it were not a democratic right worldwide, any loser to
audit and contest a lawsuit).Initially, the PSDB had
requested an official verification, through a Commission with all the
parties and the participation of the court. Dias Toffoli denied, the
same minister who introduced a blackout during the calculations, and
turned the virtual count of the votes into a VIP event, where no one
had access, except 23 technocrats commanded by him and the IT
secretary, Giuseppe Janino.After repeated insistence, the
PSDB finally got access to the partial data, being forced to assume a
millionaire expense to do what in any other democracy would have
symbolic cost: electoral audit.Audit where the auditee imposes
rules and authoritarianism on the auditors?
Among many obstacles, we list only a few faced by the auditors, listed in the official Audit Report: 1. However, the same TSE hired Venezuelan Smartmatic to
act in our elections in 2012 and 2014. In 2018, won the TSE, a
consortium of the same Smartmatic composed of 5 Venezuelans, one
Portuguese and one Korean. The maker of electronic ballot boxes -
Diebold - comes from the United States, where he was convicted of
corruption and banned from the US electoral process for such shocking
frauds from 2000 to 2004, which even spawned the famous HBO

so, the company was received in 2003 with open arms by the TSE, and
since then, manufactures the Brazilian ballot boxes.

found:

A despeito
de todas as Fakenews do TSE reproduzidas na imprensa, de que ele
permite auditoria das urnas eletrônicas, o fato incontestável é que o
único meio democrático de se auditar uma eleição, é fazendo o caminho de
volta do voto, algo que somente o papel, o registro físico assegura.O Brasil, por ser o único país do mundo que só vota virtualmente, é também o único do mundo, onde as eleições são inauditáveis, onde as apurações são secretas e feitas por tecnocratas do órgão eleitoral; é o único país do mundo impedido de fiscalizar e de realizar a contagem pública dos votos, por cidadãos e candidatos. Tudo isso como efeito do legado de um órgão totalitário criado em uma ditadura.
Única auditoria independente ocorreu em 2014 e o resultado: as urnas brasileiras são inauditáveis.
Desde que as urnas eletrônicas foram implantadas em 1996, somente em 2014, pela primeira vez, um partido conseguiu a “autorização” do auditado, para realizar a auditoria do resultado eleitoral.Alegando ter recebido avalanche de denúncias de fraudes, e impossibilitado de proceder recontagem física — como é no resto do mundo, o partido do presidenciável derrotado (PSDB), solicitou auditoria independente ao TSE. Segundo eles, não para contestar o resultado, mas para dar resposta ao eleitorado.
Todos os ministros do STF/TSE reagiram na imprensa em tom de indignação e deboche, alegando que o pedido de auditoria era de perdedor inconformado com o “resultado democrático”. Que não havia motivos para suspeitar da “lisura e segurança” das urnas. (Como se não fosse um direito democrático mundial, qualquer perdedor auditar e contestar um pleito).
Inicialmente, o PSDB havia pedido uma verificação oficial, através de uma Comissão com todos os partidos e a participação do tribunal. Dias Toffoli negou, o mesmo ministro que introduziu um apagão durante as apurações, e transformou a contagem virtual dos votos num evento vip, onde ninguém teve acesso, a não ser 23 tecnocratas comandados por ele e o secretário de TI, Giuseppe Janino.
Após reiterada insistência, o PSDB finalmente conseguiu acesso aos dados parciais, sendo obrigado a assumir um gasto milionário para fazer o que em qualquer outra democracia teria custo simbólico: auditoria eleitoral.
Auditoria onde o auditado impõe regras e autoritarismo sobre os auditores?
Entre muitos obstáculos, listamos apenas alguns enfrentados pelos auditores, constantes no Relatório oficial da Auditoria:
- O Partido foi proibido pelo TSE, de contratar para sua equipe, um americano considerado a maior autoridade do mundo em segurança de votação eletrônica. A alegação foi de que feria a soberania nacional envolver um estrangeiro.
No entanto, o mesmo TSE contratou a venezuelana Smartmatic para atuar nas nossas eleições em 2012 e 2014. Em 2018, venceu o pregão do TSE, um consórcio da mesma Smartmatic composto por 5 venezuelanos, um português e um coreano. O fabricante das urnas eletrônicas – Diebold- é procedente dos Estados Unidos, onde foi condenado por corrupção e banido do processo eleitoral americano por fraudes tão impactantes entre 2000 a 2004, que originaram até o famoso documentário da HBO “Hackeando a democracia”. (Vídeo legendado), mesmo assim, a empresa foi recebida em 2003 de braços abertos pelo TSE, e desde então, fabrica as urnas brasileiras.
Quem viola a soberania nacional? - Obscurantismo da justiça eleitoral, com o não fornecimento à auditoria, de informações e documentos técnicos efetivos e originais de projeto. Foram fornecidos apenas material ilustrativo e construído propositalmente para demonstração em auditorias de “fachada” ou em divulgação pública.
- Proibição de utilizar métodos e técnicas investigativas efetivamente livres e apropriadas aos exames, limitando tempo, local, métodos e objetos àqueles previamente autorizados, configurando o controle da auditoria pelo próprio auditado.
- Não fornecimento de arquivos digitais do sistema e do seu ambiente real de especificação, projeto, desenvolvimento, manutenção, teste, homologação e operação/produção, frustrando a efetiva e real averiguação das denúncias.
- O TSE se recusou a disponibilizar dados eleitorais essenciais sob o argumento de que eles eram “sigilosos”.
- Recusa no fornecimento de cópias de programas-fonte, mesmo sendo livres, e demais arquivos para exame efetivo no laboratório dos auditores, sendo autorizadas apenas análises parciais notoriamente insuficientes e inadequadas para auditoria verdadeira do sistema.
- Proibição do exame de diversos componentes do sistema eleitoral.
- Respostas vagas para os questionamentos apresentados.
Algumas graves falhas encontradas:
Mesmo com tantas dificuldades, a auditoria conseguiu desmascarar uma série de fakenews que o TSE divulga, entre elas a de que as urnas não têm conexão com a internet. Auditores puderam confirmar que os computadores dos Cartórios Eleitorais onde rodavam o sistema que gera as mídias utilizadas na carga e preparação das urnas eletrônicas, não tinham qualquer restrição quanto a estarem conectados na Internet no momento da geração de carga. Essa fase é crítica e deveria estar protegida contra acesso indevido, às chaves de segurança dos programas executáveis – a mesma chave que os peritos da PF extraíram em teste público.- Identificaram programa criptográfico, vinculado à Abin, aberto à programas maliciosos que podem fraudar os processos de coleta e totalização dos votos.
- Comprovaram ausência da análise de denúncias de irregularidades recebidas nas eleições de 2014 e anteriores.
- A existência de muitos eleitores que votaram e justificaram o seu voto simultaneamente.
- A existência de muitos eleitores impedidos de votar, porque “alguém” já tinha votado em seu lugar.
- Alto índice de urnas com lacres violados.
- Além disso, a Auditoria também apurou graves problemas na contratação de fornecedores do órgão, revelou excesso de falhas na biometria, entre outros.
Ao
final, a equipe composta por renomados especialistas do Ita, Usp e
Cmind, concluiu: as eleições brasileiras são inauditáveis. Se não
conseguiram provar fraudes, também não conseguiram provar que elas não
existiram, pois as urnas e o TSE são à prova de prova. Ninguém prova
sequer, que os programas entregues pelo TSE, são os mesmos que rodaram
nas urnas.
Tudo isso culminou com a votação histórica do Congresso em 2015, no sentido de promover maior transparência ao processo eleitoral e independência do TSE, através da Lei do Voto Impresso. Em vão, já que mais uma vez, alguns ministros burocratas desprezaram a vontade popular, invadiram o poder representativo e conseguiram derrubar a lei através do 4o poder que se reveza entre TSE/STF.
Em resumo, as urnas eletrônicas brasileiras nada mais são que ferramentas projetadas e utilizadas pelos representantes da “autoridade eleitoral”, para que só eles possam captar e contar nossos votos. Eles podem eleger e “deseleger” quem quiserem. E quem pode provar que não?
Contudo, qualquer busca no Google apontará as FakeNews da “justiça” eleitoral: PSDB conclui em auditoria que não houve fraudes nas eleições e ministros defendem urnas eletrônicas.
Como diria Stalin: “quem vota e como vota, não importa nada. Só importa quem conta os votos”.
