Justificativa: Por que acabar com o político profissional? Porque essa é uma das maiores fontes da endêmica corrupção no nosso país, sobretudo entre o político e o mundo empresarial e financeiro (os três formam uma troyka maligna quando atuam pensando exclusivamente nos seus interesses, em detrimento do povo). Para se entender quais são esses “interesses” basta parafrasear um influente (e desqualificado) político norte-americano (citado por Cristóbal Montes, 2014: 130), que dizia: “O que os homens de negócios [especuladores] não compreendem é que eu opero com os votos exatamente o que eles fazem com as especulações e os lucros ilícitos”.(Gomes, 2014).
O Brasil não necessita apenas dos movimentos horizontais (povo nas ruas exigindo ética na política, melhores serviços públicos etc.), sim, sobretudo, dos verticais, para extirpar da nossa cultura seus aspectos nefastos, incluindo seus fundamentos personalistas (herança ibérica) e aristocráticos (que conduzem a privilégios e mordomias, violando-se flagrantemente a igualdade entre todos). Nunca o Brasil será um país confiável se os velhos costumes, as crenças arcaicas e as ideologias desgastadas não forem dissolvidos, de uma vez por todas (a começar pelo voto). Nunca atualizaremos o país, de acordo com o mundo globalizado e técnico que vivemos, se a velha ordem colonial e patriarcal, dos senhores de engenho escravagistas, dos políticos corruptos clientelistas, não for revogada terminantemente (veja S. B. de Holanda 1995: 180). (Gomes, 2014)
Objetivos:
Objetivo Principal: implementar políticas e estratégias suprapartidárias de alinhamento do Projeto “Fim do Político Profissional” projeto de “Livro Brado em Uníssono”, EPOCC - Estatuto Popular Contra Corrupção e o Movimento dos Indignados em prol da ética na política e moral das Instituições Republicanas no Brasil e na América Latina, América do Norte e em outros Continentes.
Objetivos Secundários:

Elaborar políticas e estratégias específicas
para 1º) que nenhum político possa deixar de exercer a sua profissão
particular, compatibilizando-a com suas obrigações públicas; 2º) nenhum
político possa ser reeleito para o mesmo cargo executivo (salvo depois de uma
longa quarentena) e 3º) nenhum político possa exercer mais que dois mandatos
consecutivos nos cargos legislativos (só podendo voltar depois de uma longa
quarentena).

Elaboração de plano de divulgação nacional e
internacional através de elaboração de textos, vídeos por Prof. Dr. Luiz Flávio
Gomes e outros autores credenciados/qualificados, bem como de abaixo-assinados
e outros materiais de relevância para tal movimento, bem como lançamento de
livros, etc.

Elaboração de Proposta para Instituições de
Educação e Ensino-Aprendizagem e Pesquisa no Brasil e em outros Países.
Metodologia:
Mediante a utilização de reuniões presenciais/e à distância dos propositores com proposta de Reunião Inicial no III Congresso Contra Corrupção. Ampla divulgação nacional e internacional através de membros dos NASRUAS/AMETHYST e Grupos de Indignados. Veiculação de matérias inicialmente bilíngüe (português /inglês) e em outros idiomas.
Resultados Esperados:
Ampla divulgação do Projeto “Fim do Político Profissional” no Brasil em Países Latino Americanos e de outros continentes.
Número de assinantes de abaixo-assinado para ser encaminhado ao Congresso Nacional.
Engajamento
de Instituições Educativas, de Ensino-Aprendizagem e Pesquisa, com ampla
divulgação pelos centros de pesquisas.

Memorandum
This project
proposal is part of the following laws derived from popular mobilization for the purpose of moralization of the electoral
process in Brazil: the Law of Combating Vote Buying and the Law of Clean
Record. Because it is a proposed Constitutional Amendment Project (PEC) and not
a law of popular initiative, will be sent to Congress to be taken over by
parliamentarians.
The
signatures in support this proposed PEC demonstrate to Congress and the
institutions that Brazilian society keep up the pressure on the
full effectiveness of the constitutional principle of morality in political
life in Brazil.

The Greeks in antiquity
called idiotes who did not participate in politics, that is, who was selfishly
isolated in your home, obsessed with their pettiness, offering no contribution
to the community, to apolis (city) (see Savater Policy my son). This idiotes in
the Greek sense derives our current idiot, you know well who they are. We are
against the politician who makes political their only means of life, abandoning
their profession. At the same time, we have to be against, especially when it
comes to a young man who does not care absolutely nothing for politics, or even
pair criticize it (which is the easiest task to accomplish).
We launched a so-called
end of the professional political campaign
(see
fimdopoliticoprofissional.com.br ). For professional politician understand what
abandons his profession to hold office forever, as in the case of José Sarney.
We fight, among others, by three things: 1st) no politician can fail to
exercise their particular profession, aligning it with their public duties;
2nd) no politician can be re-elected to the same executive position (except
after a long quarantine) and 3rd) no politician can exercise more than two
consecutive terms in legislative positions (can only return after a long
quarantine). José Sarney would not exercised (ominously, by the way) more than
60 years of public life if that rule was already in effect.
But why stop with the
professional politician? Because this is one of the largest sources of endemic
corruption in our country, especially between the political and the business
and financial world (the three form a malignant troyka thinking when acting
solely in their interests to the detriment of the people). To understand what
these "interests" just paraphrase an influential (and unqualified)
American politician (cited by Cristobal Montes, 2014: 130) who said: "What
businessmen [speculators] do not understand is that I I operate with the votes
exactly what they do with speculation and illicit profits. "
Brazil needs not only
of horizontal movements (people in the streets demanding ethics in politics,
better public services etc.), but, above all, the vertical, to uproot our
culture its negative aspects, including its personalist fundamentals (Iberian
heritage) and aristocratic (leading to privileges and perks, violating
flagrantly if the equality of all). Never Brazil will be a reliable country to
the old ways, the archaic beliefs and ideologies are not worn dissolved, once
and for all (beginning with the vote). Never update the country, according to
the globalized world we live technical, if the old colonial and patriarchal
order, the slave plantation owners, patronage of corrupt politicians, has been
removed strictly (see SB Netherlands 1995: 180).
A political
record-dirty should never be able to compete for new elections (for a very long
period). Is very bad for Brazil the existence of the professional politician
(which makes politics a way of life, re-electing eternally). The improvement of
our institutions goes to ban followed reelections. The old political system is
dead (and delegitimized). It happens that the new is not yet born. It's time to
fight for profound changes in our customs and traditions. We have to promote a
law of popular initiative to limit the ability of politicians to do eternal
careers in politics.
Fight for the end of
the professional politician (which is perpetuated in elected office) means
fighting corruption, which has in it a major source of irradiation. The
professional politician (which abandons his profession of origin to ever hold
office, with all the privileges and perks) has urgent need of re-election and
re-election is the need for it as the rampant greed is for the entrepreneur and
the unscrupulous banker and parasitic. Joins hunger with the desire to eat. The
political, in our cultural system, "naturally suffers from addiction to

even to criticize it (which is the easiest task to accomplish).
We launched a

means the person what abandons his profession to hold from holding public
office forever, such as is the case of José Sarney (Brazilian Ex-president ). We fight, among others, by three things: 1st) no

particular profession, aligning it with their public duties; 2nd) no politician
can be re-elected to the same executive position (except after a long
quarantine) and 3rd) no politician can exercise more than two consecutive terms
in legislative positions (can only return after a long quarantine). José Sarney

But why to end up the professional politician? Because this is one of
the largest sources of endemic corruption in our country, especially between
the political and the business and financial world (the three form a malignant
“troika” thinking when acting
best suited solely in their own interests to the detriment of the people’s
interests). To understand what these "interests" mean just paraphrase
an influential (and unqualified) American politician (cited by Cristobal
Montes, 2014: 130) who said: "What businessmen [speculators] do not
understand is that I profit from the votes exactly what they do with
speculation and illicit profits. "
That’s why according to Murray Edelman (1985) some political activity is
quite concrete, of course: the work of the professional politician who uses
politics to get jobs and votes; the maneuvers of the businessman who uses it to
get profitable contracts or greater latitude in his economic activities; the
activity of the local reform group out for better schools, playgrounds, and
sewers[esgotos]}. His book deals with how people get the things they want
through government, this book concentrates on how politics influence what they
want, what they fear, and what they regard as possible.
Brazil needs not only of horizontal movements (people in the streets

Brazil will be never a reliable

landowners, corrupt and patronage politicians, has been repealed resolutely
(see SB Netherlands 1995: 180).
A dirty-record politician should never be able to compete for new
elections (for a very long period). Is extremely harmful for Brazil the
existence of the professional politician (which makes politics a way of life,
re-electing eternally). The improvement of our institutions goes beyond the
prohibition of successive reelections. The old political system is dead (and
delegitimized). However, the new one is
not yet born. It is time to fight for profound changes in our customs and
traditions. We have to promote a law of popular initiative to limit the ability
of politicians to do eternal careers in politics.

Os gregos, na antiguidade, chamavam de idiotés quem não participava da política, ou
seja, quem egoistamente ficava isolado em sua casa, obcecado em suas
mesquinharias, sem oferecer nenhuma contribuição para a comunidade, para apolis (cidade) (veja Savater, Política para meu filho). Desse idiotés no sentido grego deriva nosso idiota
atual, que você sabe bem de quem se trata. Somos contra o político que faz da
política seu único meio de vida, abandonando sua profissão. Ao mesmo tempo,
temos que ser contra, sobretudo quando se trata de um jovem, quem não se
interessa absolutamente nada pela política, nem sequer par criticá-la (que é a
tarefa mais fácil de se realizar).
Lançamos uma campanha denominada fim do político profissional (veja
fimdopoliticoprofissional.com.br). Por político profissional entendemos o que
abandona sua profissão para ocupar cargos eletivos eternamente, como no caso de
José Sarney. Lutamos, dentre outras, por três coisas: 1ª) nenhum político pode
deixar de exercer a sua profissão particular, compatibilizando-a com suas
obrigações públicas; 2ª) nenhum político pode ser reeleito para o mesmo cargo
executivo (salvo depois de uma longa quarentena) e 3ª) nenhum político pode
exercer mais que dois mandatos consecutivos nos cargos legislativos (só podendo
voltar depois de uma longa quarentena). José Sarney não teria exercido
(nefastamente, diga-se de passagem) mais de 60 anos de vida pública se essa
regra já estivesse valendo.

Um político ficha-suja não deveria jamais poder
concorrer a novas eleições (por um longuíssimo período). Faz muito mal para o
Brasil a existência do político profissional (o que faz da política um meio de
vida, reelegendo-se eternamente). O aprimoramento das nossas instituições passa
pela proibição das seguidas reeleições. O velho sistema político está morto (e
deslegitimado). Ocorre que o novo ainda não nasceu. É hora de lutar por
profundas mudanças nos nossos costumes e tradições. Temos que promover uma lei
de iniciativa popular para limitar a possibilidade de os políticos fazerem
carreiras eternas na política.
Lutar pelo fim do político profissional (o que se
perpetua nos cargos eletivos) significa lutar contra a corrupção, que tem nele
uma das maiores fontes de irradiação. O político profissional (o que abandona
sua profissão de origem para ocupar eternamente cargos eletivos, com todos os
privilégios e mordomias) tem imperiosa necessidade de reeleição e essa
necessidade de reeleição está para ele como a ganância desmedida está para o
empresário e o banqueiro inescrupulosos e parasitários. Junta-se a fome com a
vontade de comer. O político, no nosso sistema cultural, “naturalmente padece
do vício de dar primazia às conveniências particulares em detrimento dos
interesses de ordem coletiva. Isso já significa fazer predominar o emotivo
sobre o racional. Por mais que se julgue achar o contrário, a verdadeira
solidariedade só se pode sustentar realmente nos círculos restritos e a nossa
predileção, confessada ou não, pelas pessoas e interesses concretos não
encontra alimento muito substancial nos ideais teóricos ou mesmo nos interesses
econômicos em que se há de apoiar um grande partido. Assim, a ausência de
verdadeiros partidos não é entre nós, como há quem o suponha singelamente, a
causa de nossa inadaptação a um regime legitimamente democrático, mas antes um
sintoma dessa inadaptação” (Sérgio Buarque de Holanda 1995: 182-183).
