Brazilians are used to scandal and allegations of corruption, but the latest headline-grabbing police investigation has the country entering new realms that are both stomach-turning and slightly surreal.
Federal authorities announced Friday they’re investigating evidence that companies including JBS SA and BRF SA, the nation’s largest meat producers, bribed government officials to approve the sale and export of contaminated meat. Federal police served hundreds of court orders, including more than 30 detention warrants, in what local media says is the largest police operation in the country’s history.
It’s alleged that some of the meat, including sausages and cold cuts, was adulterated with ingredients including pig heads, and that suspect smells were masked by applying acid.
Police released transcripts of recorded conversations showing how agricultural inspectors were bribed, sometimes in the form of prime cuts of beef. Those who refused to comply, it’s alleged, were reassigned elsewhere by the meat companies.
“It seems like magic realism,” Marcos Josegrei da Silva, the judge responsible for overseeing the so-called Weak Flesh investigation, said in a court order. “Unfortunately, it is not.”
School Lunches
Some of the tainted meat was sold for school meals or to retail chains including Wal-Mart Stores Inc., according to police and Brazil’s Federal Revenue agency. Some was exported -- police allege three BRF cargoes tainted with salmonella are still en route to Europe.Wal-Mart said in a statement that it’s requested explanations from the suppliers cited by the police, and that its internal procedures on food safety are reliable.
Brazil’s Agriculture Ministry said that while the scandal revealed isolated cases, it may more broadly harm the country’s global trade reputation. Eumar Novacki, a secretary at the ministry, told journalists in Brasilia that repercussions from the case were “concerning,” as some importers may question Brazil’s overall food security system. The country is the world’s largest beef and chicken exporter, accounting for almost a fifth of global exports.
“I think long and hard before buying meat now,” Police Chief Mauricio Moscardi said in a press conference in Curitiba. “All 40 companies we investigated had issues.”
Scandal Weary
Still, the agriculture ministry said in a statement that the country’s federal meat inspection service is considered to be one of the world’s most efficient and rigorous.Abiec, the Brazilian meat exporting group, said in an email that no beef plants from its 29 member companies, which includes JBS, were mentioned in the investigation. The cases cited by the probe are “isolated and not representative of Brazil’s large production chain,” the group said.
The police operation comes on the three-year anniversary of the country’s sweeping Carwash investigation, a massive probe into bribes that has jailed top executives at builders, prompted a complete turnaround in state-run companies, and wreaked havoc on Brazil’s political class. Both investigations originated in Curitiba, a city of about 1.7 million people in the southern state of Parana.
Sao Paulo-based JBS said in a statement that it “vehemently repudiates” claims it sold spoiled food. While the company denied its executives were targeted by court orders, it confirmed three of its plants were included in Friday’s probe. BRF said in a statement that it abides by all regulations and that it’s cooperating with authorities. It didn’t comment on the allegations of salmonella-tainted exports headed to Europe.

For JBS, the world’s largest meat producer, the investigation is the latest in a series of issues the company has been mired in over the past year. Its top executives were ordered to step down temporarily in September amid a probe into fraudulent investments made by pension funds, with Chief Executive Officer Wesley Batista being taken in for questioning. In July, a unit of parent company J&F Investimentos was searched in the Carwash scandal. And in January 2016, a public prosecutor accused executives including Chairman Joesley Batista, the CEO’s brother, of financial crimes.
The company and its executives have repeatedly denied wrongdoing in all the cases.
The Weak Flesh investigation and any potential repercussion on business come at a bad time for the companies. JBS is trying to sell shares in the U.S. and expand in what’s proving to be its most lucrative market, while BRF is pursuing a sale of shares in its halal unit -- a plan already in doubt after the company posted a record quarterly loss.
JBS slumped 11 percent and BRF tumbled 7.3 percent at Friday’s close in Sao Paulo, the worst performers on Brazil’s benchmark stock index. Bonds issued by both companies also dropped.

The investigation by Brazil’s Federal Police, an agency similar to the F.B.I., deals yet another blow to the country’s business establishment, which is struggling to recover from colossal graft scandals around Petrobras, the national oil company, and Odebrecht, a huge construction company.
In the newest corporate scandal, investigators said that employees at two food-processing giants, JBS and BRF, paid federal inspectors to ignore the adulteration or expiration of processed foods. Inspectors also falsified sanitary permits, and bribes were channeled to the Brazilian Democratic Movement Party of President Michel Temer, according to the authorities.
Rafael Cortez, a political scientist at Tendências, a consultancy in São Paulo, called the meatpacking inquiry “one more element that will add to the picture of political instability.” Brazil’s political establishment was already reeling from an array of other graft cases.
The meatpacking investigation also casts doubt on Brazil’s agribusiness industry, a relatively resilient pillar of the nation’s weak economy. JBS is one of the world’s largest meat producers, with the United States chicken processor Pilgrim’s Pride among its foreign subsidiaries. BRF is a major exporter of meat to the Middle East and Asia.
Companies caught up in the investigation, which also includes smaller meatpacking businesses, were accused of delivering cash bribes in plastic containers alongside prized cuts of beef like picanha, or sirloin cap.
At the same time, the authorities said, inspectors turned a blind eye to practices like exporting meat contaminated with salmonella to Italy, raising the prospect that Brazilian meat exports could face restrictions in important markets.
Investigators said that practices by regional food processing companies included marketing a product labeled turkey sausage that had chicken and soybean protein substituted for much of the turkey, and adulterating expired meats with a type of acid that investigators said has been linked to cancer. These products were then sold to schools in the southern state of Paraná.
“Children in the public schools of Paraná are eating meals made of expired, spoiled meat or even carcinogens in order to bolster the interests of this powerful criminal organization,” Maurício Moscardi Grillo, a federal investigator, wrote in his description of the case.
BRF said in a statement that it was cooperating with the authorities and insisted that its products posed “no risk” to consumers. JBS said that its headquarters in São Paulo were not targeted in the raids, and that it “vehemently repudiates” the adulteration of its products.
Brazil’s ministry of agriculture said that more than 30 of its employees were removed from their posts as a result of the investigation.
“This is a tremendous blow for us,” Blairo Maggi, the agriculture minister, told the newspaper Estado de S. Paulo, emphasizing that his greatest concerns were “the image of Brazil abroad and the loss of confidence of our consumers.”

A presença do fiscal Daniel Gouvêa Teixeira atemorizava os donos do frigorífico Peccin Agroindustrial, perto de Curitiba, no Paraná. Como toda fábrica de alimentos sujeita à inspeção federal, o Peccin sempre teve um funcionário do Ministério da Agricultura dentro de suas instalações. Teixeira assumira a função no início de 2014 e, entre os inspetores que atuaram por lá, era considerado de longe o mais “abusado” pelo empresário Idair Antonio Piccin, o dono. Certa vez, Piccin reclamou a funcionários que o novo fiscal mandara lançar um carregamento inteiro na graxaria, destino dos restos inúteis à alimentação, porque o produto estava com temperatura 3 graus abaixo do ideal. Teixeira passou um pente-fino na linha de produção, algo que seus antecessores na função pareciam não fazer. Pediu à veterinária responsável os registros de entrada de carne. Descobriu que a quantidade que entrava não batia com a grande produção de salsichas que saía. Não havia mágica. Concluiu que o frigorífico usava sobras do abate de frangos para aumentar o volume de produção, para aumentar o lucro. Normélio Peccin, irmão de Idair, chegou a dizer que “colocaria uma bala na cabeça desse vagabundo”.

Teixeira aplicou quatro multas de uma vez só ao Peccin e, numa tensa reunião em 5 de junho de 2014, anunciou que suspenderia o funcionamento do frigorífico. Deu-se mal. Naquele mesmo dia foi afastado da fiscalização do Peccin por seus superiores da Superintendência de Agricultura no Paraná. Contrariado, despachou para o Ministério da Agricultura, em Brasília, um volume de documentos batizado de Dossiê Peccin. Só teve resposta mais de um ano depois, em outubro de 2015, vinda de uma comissão que mandou “aprofundar a investigação” – que, por sinal, até hoje não chegou ao fundo. Àquela altura, Teixeira já tinha contado tudo à Polícia Federal. Prestou depoimentos, nos quais explicou que a prática se estendia muito além do Peccin. Nos corredores dos frigoríficos, disse ele, corria a notícia de que fiscais recebiam propina, em dinheiro ou até em alguma peça nobre de carne, para fechar os olhos às ilegalidades. Entregou nomes.
Três funcionárias do Peccin, a auxiliar de inspeção Daiane Maciel e as médicas veterinárias Joyce Camilo e Vanessa Charneski, confirmaram à Polícia Federal o que Teixeira relatara. Disseram que o Peccin usava carne podre na fabricação de salsichas e linguiças. Para disfarçar o mau aspecto, segundo elas, o frigorífico aplicava um tipo de conservante. As três disseram que nada era detectado porque os patrões pagavam propina a fiscais. Entre outras ilegalidades, os fiscais concordavam em trocar amostras de produtos – que deveriam ser coletadas de surpresa, como num exame antidoping – para que passassem com tranquilidade nas inspeções em laboratórios. Joyce disse à PF que ouviu do patrão Idair, dono do Peccin, que falara com Maria do Rocio, a chefe de Teixeira, e que ela “daria um jeito no fiscal”.

Após os depoimentos das três, a Polícia Federal fez, com autorização judicial, escutas nos telefones dos suspeitos de participar do esquema. Descobriu um universo maior de propina para amolecer a fiscalização. Os fiscais Sérgio Pianaro e Tarcísio Freitas caíram num dos grampos. Segundo a PF, Freitas recebia propina do Peccin. Aceitava fechar os olhos às irregularidades, mas não arriscava o paladar nos produtos que recebia de graça do frigorífico. “Eu peguei um peito defumado de frango. Não comi. Dei um pedaço para um vizinho e outro para a cunhada”, diz Freitas. Pianaro já pegara um lote antes: “Foi bem desagradável”.

A interceptação telefônica mais proveitosa foi do fiscal Daniel Gonçalves Filho, o superintendente no Paraná, considerado pela PF o comandante do esquema desde 2007, quando assumiu o cargo. Gonçalves conversava com funcionários da Seara e da BRF, empresas bem maiores que o Peccin. Possuía bens incompatíveis com seu salário, como carros de luxo comprados à vista, e tinha participação em diversas empresas. A bandidagem da cidade sabia que Gonçalves recolhia dinheiro das empresas. Em abril de 2016, segundo o relatório da PF, ladrões invadiram a casa dele aos gritos de “onde está o dinheiro do frigorífico?”.

Na semana passada, a senadora Kátia Abreu, do PMDB do Tocantins, ex-ministra da Agricultura no governo de Dilma Rousseff, disse que foi pressionada pelos então deputados paranaenses Osmar Serraglio e Sergio Souza, ambos do PMDB, para manter Gonçalves no cargo. Manteve. Foi Gonçalves a quem Serraglio chamou de “grande chefe” em uma conversa telefônica captada pela PF em fevereiro de 2016. Serraglio queria saber sobre os riscos de fechamento de um frigorífico no interior do Paraná. O inquérito não levanta suspeitas contra Serraglio, hoje ministro da Justiça, ao qual a PF é subordinada.

A polícia prendeu os funcionários da Seara e da BRF que falavam com Gonçalves. Flávio Cassou, da Seara, é acusado de pagar propina a Gonçalves para obter certificados sanitários necessários à exportação. Dois funcionários da BRF foram presos, o gerente de Relações Institucionais, Roney Nogueira dos Santos, e o diretor para o Centro-Oeste, André Baldissera. Segundo a PF, mediante propina, Santos conseguiu suspender na Superintendência da Agricultura em Goiás o fechamento de uma unidade em Mineiros, no interior de Goiás.

Em 2015, quando recebeu a denúncia do fiscal Daniel Teixeira, a Superintendência da Polícia Federal em Curitiba estava atolada com a Operação Lava Jato. Mas, dois anos depois, em 17 de março, o inquérito aberto com base nas declarações de Teixeira resultou na Operação Carne Fraca. A Justiça mandou prender 37 pessoas, entre fiscais, funcionários de frigoríficos e empresários. Abriu investigação contra 21 frigoríficos, entre eles grandes exportadores de carne que não apareciam na denúncia inicial, como a JBS (dona das marcas Friboi e Seara) e a BRF (da Sadia e da Perdigão). Em nota, o Peccin afirma que a polícia “divulgou inverdades sobre o seu sistema de produção”. Todos os frigoríficos negam irregularidades sanitárias. A PF errou ao dar a entender que havia carne podre sendo vendida em larga escala. Não havia. Havia, sim, muita corrupção.

Num início de dezembro, o Ministério da Agricultura, à época chefiado pelo economista Roberto Rodrigues, confirmou a existência de um foco de febre aftosa em uma propriedade em São Sebastião da Moreira, no Paraná. A doença é devastadora para o rebanho, com um vírus muito resistente e contagioso, capaz de viajar facilmente na carga através das fronteiras. A suspeita pairava havia dois meses, quando vieram à tona focos da doença no vizinho Mato Grosso do Sul. Por mais localizados que fossem, os dois casos tiveram um efeito em cadeia: 58 países impuseram restrições à carne do Brasil e as vendas desabaram. Isso foi em 2005. A reconquista da confiança de consumidores dentro e fora do país exigiu anos de trabalho. O anúncio da Operação Carne Fraca, da Polícia Federal (PF), em 17 de março, colocou o atual ministro da Agricultura, Blairo Maggi, diante de uma situação parecida.
Novamente a qualidade da carne brasileira foi colocada à prova – e o Paraná é mais uma vez o centro das investigações. Desta vez, a crise de confiança tem origem menos em causas sanitárias e mais na corrupção. De saída, a PF mostrou evidências contra 33 agentes públicos. Os policiais revelaram um esquema criminoso de fiscais do Ministério da Agricultura. Eles cobravam propina e pequenos agrados para liberar licenças para frigoríficos sem a fiscalização adequada.
A par da notícia, já a partir do dia 20, segunda-feira da semana passada, um grande bloco e alguns países importadores começaram a impor restrições à carne brasileira. Manifestaram-se, com diferentes graus de severidade, entre outros, União Europeia, Arábia Saudita, Chile, China, Coreia do Sul, Egito e Suíça. O prejuízo se espalhava. O governo começou o trabalho de contenção de danos: divulgou uma lista com as 21 unidades suspeitas de fraudes, incluindo um frigorífico pertencente à BRF Brasil, dona das marcas Perdigão e Sadia, e outro da JBS, dona da Friboi e Seara. Ao apresentar a lista, o Ministério da Agricultura também deixava claro que os alvos da investigação respondiam por menos de 1% da produção de carne no país.
O principal alvo é o frigorífico curitibano Peccin, cujos donos aparecem, em interceptações telefônicas, combinando fraudes para assegurar a venda de carne fora do prazo próprio para consumo. Até a sexta-feira, dia 24, três unidades haviam sido interditadas: duas da Peccin que produzem salsicha e mortadela, em Curitiba, no Paraná, e Jaraguá do Sul, em Santa Catarina, e uma da BRF em Mineiros, em Goiás, que produz frango, chester e peru da marca Perdigão para exportação. Mesmo com as acusações sanitárias restritas a esse grupo, o prejuízo potencial é de valores “estratosféricos”, nas palavras do próprio Maggi. “O impacto mais preocupante é no mercado interno. No caso da carne bovina, o consumidor brasileiro responde por quatro quintos do mercado”, diz o consultor José Carlos Hausknecht, diretor da MB Agro.
