In rejecting the use of votes printed in the next elections, the Superior Electoral Court raises the issue as if it were an unconstitutionality to forbid the use of electronic ballots in any case. But in the electoral legislation, in no device does this obligation take place. The use of electronic ballot boxes, in theory, has as its main function to put the vote counting in full credibility.

But in public demonstrations by experts in the area, as well as parties legitimately structured nationally to take part in any election process, be it municipal, state or national, raised this doubt about the credibility of total exemption in calculating these so-called electronic ballot boxes.

One of the proposals that we can make, and this could contribute to the Federal Government and the Judiciary, this one in the representation of the Superior Electoral Court, is the public contracting of specialists in the area to verify if the electronic ballot boxes can be violated or not, their calculations or not. There are technicians in computer science and experts in the use of technology, which is free from any ideology, whether partisan or linked to groups of divergence or convergence that could testify by expert reports the credibility or not of the use of electronic voting. And this would only contribute to the smoothness of any Brazilian election, since these technicians and experts would not be the cadres of any Government in its three spheres of administration, but people who would only compromise with the truth.

#NECESSIDADE DE TRANSPARÊNCIA ELEITORAL NO BRASIL

Ao rejeitar o uso de votos impressos nas próximas eleições, o Tribunal Superior Eleitoral coloca a questão como se fosse uma inconstitucionalidade o afastamento, em qualquer hipótese, do uso das urnas eletrônicas. Mas na legislação eleitoral, não se verifica em nenhum dispositivo essa obrigatoriedade. O uso das urnas eletrônicas, teoricamente, tem por função principal colocar em total credibilidade a apuração dos votos.

Mas em manifestações públicas de especialistas na área, bem como de partidos legitimamente estruturados nacionalmente para participar em qualquer pleito eleitoral, seja municipal, estadual ou nacional, levantou-se essa dúvida sobre a credibilidade de total isenção em apuração dessas chamadas urnas eletrônicas.

Uma das propostas que podemos fazer, e isso poderia contribuir para o Governo Federal e para o Judiciário, este na representatividade do Tribunal Superior Eleitoral, é a contratação pública de especialistas na área para aferir se as urnas eletrônicas podem ser violadas ou não, fraudadas em suas apurações ou não. Há técnicos em informática e especialistas no uso de tecnologia, que de fora isenta de qualquer ideologia, seja partidária ou ligada à grupos de divergência ou convergência que poderiam atestar por laudos periciais a credibilidade ou não da utilização dos meios eletrônicos de votação. E isso só contribuiria para a lisura de qualquer eleição brasileira, já que esses técnicos e especialistas não seriam dos quadros de qualquer Governo em suas três esferas de administração, mas pessoas que teriam comprometimento apenas com a verdade.
