Federal police in Brazil urged prosecutors on Friday to bring corruption charges against former president Luiz Inacio Lula da Silva and his wife, Marisa, according to police documents seen by Reuters.
The investigation into the popular predecessor and mentor of suspended President Rousseff forms part of a sweeping anti-corruption probe into political kickbacks from contracts at state-run oil company Petroleo Brasileiro SA.
The allegations against Lula and his wife relate to the acquisition and renovation of an apartment in the beach resort of Guaruja, about 37 miles (60 km) southeast of Sao Paulo.

Federal police in the southern city of Curitiba have accused Lula and his wife of receiving some 2.4 million reais ($747,896) in benefits from construction company OAS in relation to the apartment.
Police have alleged that the apartment in Guaruja, which was bought and refurbished by OAS, was for all intents and purposes a gift to Lula and his family.
Attorneys Cristiano Zanin Martins and Roberto Teixeira, representing Lula and his wife, said allegations by police were without basis and politically motivated. They said the apartment in Guaruja was registered in the name of OAS and that Lula only visited it once, when he and his wife were thinking of buying it.
Under Brazilian law, police can only recommend that a suspect be charged, but it is up to prosecutors to actually lodge charges.
Federal prosecutors would not comment on Friday on what, if any, action they may take against Lula and his wife or others involved in the case.
Police also recommended that corruption charges be brought against former OAS Chief Executive Jose Aldemario “Leo” Pinheiro; the president of the Lula Institute, Paulo Okamoto; and an architect who worked on the apartment, Paulo Gordilho.
OAS is among 31 builders that colluded to rig contracts at Petrobras. Pinheiro has already been convicted in the corruption probe and local newspapers have reported he is preparing to name Lula in a plea bargain deal with prosecutors.
A lawyer for Pinheiro declined to comment.
Friday’s request by the police is the latest in a series of legal headaches for the former president and it comes as Rousseff faces an impeachment trial in the Senate on charges of breaking budgetary laws.
Rousseff, who has denied any wrongdoing, is expected to be dismissed from office next week.
Last week, a Federal Supreme Court justice authorized the opening of an investigation into Rousseff and Lula for allegedly working to obstruct the course of the corruption probe, Globo TV reported. The court’s press office did not respond to requests for comment.
In late July, a federal court ruled that Lula will also stand trial for obstruction of justice for his alleged attempt to stop a jailed former Petrobras executive from collaborating with investigators.

Former Brazilian President Luiz Inacio Lula da Silva was briefly detained for questioning on Friday in a federal investigation of a vast corruption scheme, fanning a political crisis that threatens to topple his successor, President Dilma Rousseff.

Lula's questioning in police custody was the highest profile development in a longrunning and sweeping graft probe centered on the state oil company Petroleo Brasileiro SA (PETR4.SA) that has rocked Brazil's political and business establishment and deepened the worst recession in decades in Latin America's biggest economy.

The investigation threatens to tarnish the legacy of Brazil's most powerful politician, whose humble roots and anti-poverty programs made him a folk hero, by putting a legal spotlight on how his left-leaning Workers' Party consolidated its position since rising to power 13 years ago.

Police picked up Lula at his home on the outskirts of Sao Paulo and released him after three hours of questioning. They said evidence suggested Lula had received illicit benefits from kickbacks at the oil company, Petrobras, in the form of payments and luxury real estate.

The evidence against the former president brought the corruption investigation closer to his protegee Rousseff, who is fighting off impeachment for allegedly breaking budget rules, weakening her efforts to pull the economy out of a deepening downturn.

News of Lula's detention sparked a rally in Brazilian assets as traders bet that the political upheaval could empower a more market-friendly coalition. The real currency BRL= gained more than 3 percent against the US dollar and the benchmark Bovespa index .BVSP climbed nearly 5 percent. Shares of the state oil giant Petrobras led the rally with a 14 percent surge.

"Ex-president Lula, besides being party leader, was the one ultimately responsible for the decision on who would be the directors at Petrobras and was one of the main beneficiaries of these crimes," said a police statement on his detention.

"There is evidence that the crimes enriched him and financed electoral campaigns and the treasury of his political group."

There was no comment yet from Lula, who has not been charged. His foundation said in a statement that his detention was "an aggression against the rule of law and Brazilian society." The foundation, which has consistently denied any wrongdoing by Lula, called his arrest "arbitrary, illegal and unjustifiable."

Rousseff has also repeatedly denied any wrongdoing.

Workers' Party leaders jumped to the former president's defense, and the Labor Minister Miguel Rossetto said the detention was "a clear attack on what Lula represents."

"This is not justice, this is violence," he said in a public statement.

In the street outside Lula's home, television showed his supporters clad in red shirts exchanged chants, insults and even blows with opponents, underscoring the deep political passions surrounding the former president.

Dozens of police arrived to break up the altercations, clearing the street by force. Pro-Lula protesters also gathered in a noisy protest outside federal police offices at a Sao Paulo airport where he was taken for questioning.

Television showed him leaving the airport in a black sport utility vehicle and arriving at Workers' Party headquarters in downtown Sao Paulo, surrounded by a throng of flag-waving supporters.

As the founder and figurehead of his party, Lula's image has been central to huge street protests over the past year, both for and against Rousseff's impeachment, and powerful unions have marched repeatedly in his name.

"Lula is a politician who polarizes Brazilian society," said Rafael Cortez, a political analyst at consulting firm Tendencias in Sao Paulo. "Whether he goes to jail or not, the allegations against Lula will mobilize political forces onto the streets."

Lula, 70, became a model for a wave of leftist presidents in Latin America, coupling healthy economic growth with popular social programs that lifted more than 30 million out of poverty during his presidency from 2003 to 2010. Yet investigators say much of the corruption at Petrobras happened during that period.

BEACHSIDE PENTHOUSE

Federal prosecutors who ordered Friday's raids said there was evidence that the former president received funds from the graft scheme at Petrobras through work on a luxury beachside penthouse and a country home.

Lula has said the apartment is not his and it belongs to engineering group OAS, but prosecutors say doormen, OAS engineers and third-party contractors all said the condo was intended for Lula's family.

"The suspicion is that the improvements and the properties are bribes derived from the illegal gains made by OAS in the Petrobras graft scheme," the prosecutors' statement said.

Prosecutors are also investigating payments to Lula by companies involved in the Petrobras scandal that were claimed to be donations and fees for speaking appearances.

For the entity, the International Court should not be used to constrain the progress of any ongoing investigations in the country, and especially those that have as a priority the fight against corruption.

"Brazil has organs made up of internal and external control to monitor the work carried out by the judiciary. It is unacceptable to use any other means other than legal and constitutionally established to try to inhibit the work of public servants in the performance of their duties" says the note.

For the entity, the judge Sergio Moro, responsible for Lava Jet is an example of intimidation of magistrates throughout the country and "has been a recurring subject of great pressure" for his role in the operation.
In the text, the association also reiterated criticism of Senate Bill (PLS) amending the crimes of abuse of authority.
"Between the lines, the project provides a number of penalties to try to paralyze male and female judges, and prosecutors and police, by playing their office as required by law," says the entity remembering that, if it were in force, the law would remove one operation as the Operation Car Wash.

"The country and the whole society must be aware of the attacks on the judiciary, so that such nonsense does not advance in Congress, with the sole aim of favoring investigated and involved in major corruption cases," follows the note of AMB
.
Finally, the organization points out the importance of a "strong and independent judiciary" and says that any counter movement "will be a backlash against transparency and the answer that the Brazilian people waiting to fight corruption."

Para la entidad, el Tribunal Internacional no debe utilizarse para limitar el avance de las investigaciones en curso en el país, y en especial los que tienen como prioridad la lucha contra la corrupción.



La AMA dice que ver con la "perplejidad" los "intentos de paralizar el trabajo de la justicia brasileña."
"Brasil tiene órganos compuestos de control interno y externo para supervisar el trabajo llevado a cabo por el poder judicial. Es inaceptable el uso de cualquier otro medio que no sea legal y constitucionalmente establecido para tratar de inhibir el trabajo de los funcionarios públicos en el desempeño de sus funciones" dice la nota.
Para la entidad, el juez Sergio Moro, responsable de la lava Jet es un ejemplo de la intimidación de los jueces en todo el país y "ha sido un tema recurrente de una gran presión" por su papel en la operación.
En el texto, la asociación también reiteró las críticas de la SB (PLS), que modifica los delitos de abuso de autoridad.
"Entre líneas, el proyecto prevé una serie de sanciones para tratar de paralizar a los jueces masculinos y femeninos, y los fiscales y la policía, al jugar su cargo de conformidad con la ley", dice la entidad recordar que, si estuviera en vigor, la ley eliminaría uno operación que la lava Jato.
"El país y el conjunto de la sociedad debe ser consciente de los ataques contra el poder judicial, por lo que tal absurdo no avanza en el Congreso, con el único objetivo de favorecer investigado y participado en importantes casos de corrupción", sigue la nota de la AMB.

Por último, la organización señala la importancia de un "poder judicial fuerte e independiente" y dice que cualquier movimiento contrario "será una reacción en contra de la transparencia y la respuesta que el pueblo brasileño espera para luchar contra la corrupción."

São Paulo - A Associação dos Magistrados Brasileiros (AMB) manifestou nesta quinta-feira, 28, seu repúdio à petição encaminhada pelo ex-presidente da República, Luís Inácio Lula da Silva, ao Comitê de Direitos Humanos da Organização das Nações Unidas (ONU) na qual denuncia o juiz Sérgio Moro e os procuradores da República que atuam na Operação Lava Jato por "falta de imparcialidade" e "abuso de poder."
Para a entidade, a Corte Internacional não deve ser utilizada para constranger o andamento de quaisquer investigações em curso no País e, principalmente, aquelas que têm como prioridade o combate à corrupção.



A AMB diz ver com "perplexidade" as "tentativas de paralisar o trabalho da Justiça brasileira".
"O Brasil possui órgãos constituídos de controle interno e externo para acompanhar o trabalho desempenhado pela magistratura. É inadmissível a utilização de quaisquer outros meios, que não os legais e constitucionalmente estabelecidos, para tentar inibir o trabalho de agentes públicos no desempenho de suas funções", diz a nota.
Para a entidade, o juiz Sérgio Moro, responsável pela Lava Jato é exemplo da intimidação aos magistrados de todo o País e "tem sido alvo recorrente de grande pressão" por sua atuação na operação.
No texto, a associação ainda reitera as críticas ao Projeto de Lei do Senado (PLS) que altera os crimes de abuso de autoridade.
"Nas entrelinhas, o projeto prevê uma série de penalidades para tentar paralisar juízes e juízas, além de procuradores e policias, por desempenharem o seu ofício como determina a legislação", diz a entidade lembrando que, caso estivesse em vigor, a lei inviabilizaria uma operação como a Lava Jato.
"O País e toda a sociedade precisam estar atentos aos ataques contra o Poder Judiciário, para que tal absurdo não avance no Congresso Nacional, com o único objetivo de favorecer investigados e envolvidos em grandes casos de corrupção", segue a nota da AMB.
Por fim, a entidade aponta a importância de um "Judiciário forte e independente" e diz que qualquer movimento contrário "será um retrocesso contra a transparência e a resposta que o povo brasileiro espera no combate à corrupção".

Para la entidad, el Tribunal Internacional no debe utilizarse para limitar el avance de las investigaciones en curso en el país, y en especial los que tienen como prioridad la lucha contra la corrupción.



La AMA dice que ver con la "perplejidad" los "intentos de paralizar el trabajo de la justicia brasileña."
"Brasil tiene órganos compuestos de control interno y externo para supervisar el trabajo llevado a cabo por el poder judicial. Es inaceptable el uso de cualquier otro medio que no sea legal y constitucionalmente establecido para tratar de inhibir el trabajo de los funcionarios públicos en el desempeño de sus funciones" dice la nota.
Para la entidad, el juez Sergio Moro, responsable de la lava Jet es un ejemplo de la intimidación de los jueces en todo el país y "ha sido un tema recurrente de una gran presión" por su papel en la operación.
En el texto, la asociación también reiteró las críticas de la SB (PLS), que modifica los delitos de abuso de autoridad.
"Entre líneas, el proyecto prevé una serie de sanciones para tratar de paralizar a los jueces masculinos y femeninos, y los fiscales y la policía, al jugar su cargo de conformidad con la ley", dice la entidad recordar que, si estuviera en vigor, la ley eliminaría uno operación que la lava Jato.
"El país y el conjunto de la sociedad debe ser consciente de los ataques contra el poder judicial, por lo que tal absurdo no avanza en el Congreso, con el único objetivo de favorecer investigado y participado en importantes casos de corrupción", sigue la nota de la AMB.
Por último, la organización señala la importancia de un "poder judicial fuerte e independiente" y dice que cualquier movimiento contrario "será una reacción en contra de la transparencia y la respuesta que el pueblo brasileño espera para luchar contra la corrupción."

São Paulo - A Associação dos Magistrados Brasileiros (AMB) manifestou nesta quinta-feira, 28, seu repúdio à petição encaminhada pelo ex-presidente da República, Luís Inácio Lula da Silva, ao Comitê de Direitos Humanos da Organização das Nações Unidas (ONU) na qual denuncia o juiz Sérgio Moro e os procuradores da República que atuam na Operação Lava Jato por "falta de imparcialidade" e "abuso de poder."
Para a entidade, a Corte Internacional não deve ser utilizada para constranger o andamento de quaisquer investigações em curso no País e, principalmente, aquelas que têm como prioridade o combate à corrupção.



A AMB diz ver com "perplexidade" as "tentativas de paralisar o trabalho da Justiça brasileira".
"O Brasil possui órgãos constituídos de controle interno e externo para acompanhar o trabalho desempenhado pela magistratura. É inadmissível a utilização de quaisquer outros meios, que não os legais e constitucionalmente estabelecidos, para tentar inibir o trabalho de agentes públicos no desempenho de suas funções", diz a nota.
Para a entidade, o juiz Sérgio Moro, responsável pela Lava Jato é exemplo da intimidação aos magistrados de todo o País e "tem sido alvo recorrente de grande pressão" por sua atuação na operação.
No texto, a associação ainda reitera as críticas ao Projeto de Lei do Senado (PLS) que altera os crimes de abuso de autoridade.
"Nas entrelinhas, o projeto prevê uma série de penalidades para tentar paralisar juízes e juízas, além de procuradores e policias, por desempenharem o seu ofício como determina a legislação", diz a entidade lembrando que, caso estivesse em vigor, a lei inviabilizaria uma operação como a Lava Jato.
"O País e toda a sociedade precisam estar atentos aos ataques contra o Poder Judiciário, para que tal absurdo não avance no Congresso Nacional, com o único objetivo de favorecer investigados e envolvidos em grandes casos de corrupção", segue a nota da AMB.
Por fim, a entidade aponta a importância de um "Judiciário forte e independente" e diz que qualquer movimento contrário "será um retrocesso contra a transparência e a resposta que o povo brasileiro espera no combate à corrupção".

 We found the latest news that the fight against systemic corruption, as well put by Federal Judge Sergio Moro, remains firm and effective, because the former President Lula, now officially be defendant in Operation Car Wash. A conquest, and you are as always a protagonist, whose representatives and organized groups like ours can not, can not let the indignation over corruption soften.
I think with the petition we are presenting and being always updated, we will sensibiliza the international media and supporters to our cause, which will give substantial support so that we can effectively the materialization of Impeachment the far President, and all the questions already forwarded by our movements. I believe it will be a contribution from the movement of the indignados, and important for this moment besides the already mentioned, or Lula as reported officially in Operation Car Wash tries, with representation in the UN against the Federal Judge Sergio Moro as well as attempt Minister to be recognized by the Supreme Court, to get rid of an almost certain prison, not only for obstruction of justice, but as a major participant in a gang that stole all of us honest and Brazilian workers. We continue, therefore, with hopes for a truly democratic country and in a republican way strengthened through their intitutions and its legal instruments. REASONS (BACKGROUDND)

In addition to internal mechanisms to combat criminalization to gangs who use the state constituted as a means of "armor" for illegal practices, such as that shown and demonstrated by democratic institutions to combat organized crime (Federal Police, Federal Public Ministry and Federal Justice ), as well as strong popular pressure by representatives of organized groups, as is the case, we have resolutions of the United Nations (UN), which can be used as parameters (if they are not already being used by competent Attorneys the Republic in charge of the difficult task of dismantling a well-formed gang) to strengthen the fight against corruption.
This is the case of the United Nations Convention against Corruption, comprised of 71 items that are divided into 8 chapters. It is important that we may consider to set out in the UN, just to give legal support to the fight against corruption Brazil. As we are finding in the international media, there is a media war for and against the legality of the impeachment. The last one involving former President Lula, this registering a representation at the UN against Judge Sergio Moro. Alleges abuse of authority and the judge being partial in their decisions.
Venezuela, through its president, had declared state of exception raising all individual and collective guarantees, using as a pretext the so-called coup in Brazil by President Roussef without legal basis. That is, the main purpose is the implementation of the dictatorship. Bolivia did not lag behind. But the United States has stated, through the Organization of American States (OAS), that what happened in Brazil was no coup. With this statement, the US send a message: no more compactuamos with populist governments and especially dictatorial.
Therefore, we will continue manifesting us loud and clear that our group and you as a representative, argues that the Brazilian population and Democratic States defend. Let's get away with our democratic acts, misleading populists who has finally solely the dilapidation of the patrimony of the Brazilian. Comes as the US demonstrate, dictatorial governments whose sole and exclusive purpose, the perpetuation in power.

As you see, malicious politicians have an arsenal of spurious manipulation, and among them, especially recently Operation Car Wash, the issues of Obstruction of Justice who are still on the agenda unluckily politicians who think that nothing could reach , and tasteful research professionals in the Federal Public Ministry, Federal Court and Federal Police.

With the concrete facts that are presented as context, the starting point, among others that have been released and more to come in promoted reflections on this issue and in this sense we think develop policies and strategies aggregated to others that are active. Among the strategies we thought we glimpse the possibility of creating a global framework mechanism aimed at ensuring the stability of our democracy and insure guarantees and solidifying our institutions that fight corruption in this country. With all the above, give us impetus to launch A PETITION INTERNATIONAL with innovative unprecedented nature as involving elements not yet covered with its influence on the power intricacies and fruit of this recent experience that begins in 2011 with the NASRUAS foundations and of AMETHYST_NGO.

 



OBJECTIVE (PETITION OF THE SAME)

Get transnational guarantees that governments take command of countries such as is happening in Brazil and may be other peculiar conditions inherent in other countries where they can verify skills and / or legal procedures characterized as active and passive corruption and attempts to obstruction of justice and other not mentioned here. Through transnational, basic and initially of individual citizens alliances and groups worldwide outraged that through its participants are mobilized through information and communication resources, and mainly associated with in-person demonstrations in the streets (social movements) taking as a starting point the outraged and engaged citizens of different countries, associated with the republican institutions democratically institutionalized guarantee of sufficiently strengthened laws and its institutions in the democratic rule of law. Such a process could be proposed to the National Democratic Alliance that promotes the said process in the various countries of signatories initially citizens of this international public petition, and future agreements between entities outraged groups in different countries in the world.

MOTION FOR A MANIFESTO ANTI-CORRUPTION IN BRAZIL AND LATIN AMERICA [BY A COMPANY DEMOCRATICALLY FREE]



This public petition aims to obtain transnational guarantees from governments to assume the command of countries such as is happening in Brazil, as well as other particular conditions inherent in other countries where they can verify skills and / or legal procedures characterized as active and passive corruption and obstruction of justice attempts, at this point begins to realize the investigations initiated by the jet wash operation, which was formalized complaint against former President Lula and other five defendants. They are movements that are designed to take deterrent measures to avoid political maneuvering being taken by the defendant Luis Inacio Lula da Silva, with bringing together the United Nations (UN), to petition alleging abuse of human rights. What motivated you to take this measure is related to the fact no longer have the so-called privileged forum, so can be arrested by federal trial court, without the need to refer to the Supreme Court.

Former President of the Supreme Court Carlos Velloso said in relation to the episode that Lula tries to escape from research that began in the first degree court (Federal Court), where the procedure is faster than a procedure in the Supreme Court, where even the political question can "lock" the progress of the investigations.  Constatamos pelas últimas notícias que o combate à corrupção sistêmica, como bem colocado pelo Juiz Federal Sérgio Moro, continua firme e eficaz, pelo fato de o ex-presidente Lula, agora oficialmente, ser réu na operação laja jato.  Um conquista, e você sendo como sempre uma protagonista, cujos representantes e grupos organizados, como o nosso não podem, não podem deixar que a indignação pela corrupção se amenize.
Penso que com a petição que estamos apresentando e estando sempre atualizada, sensibilizaremos a mídia internacional e aos simpatizantes com a nossa causa, que dará substancial apoio para que consigamos efetivamente a materialização do Impeachment da Presidente afastada, bem como todas as questões já encaminhadas pelos nossos movimentos. Creio que será mais uma contribuição do movimento dos indignados, e importante para este momento que além do já mencionado, ou seja, Lula como denunciado oficialmente na operação lava jato, tenta, com representação na ONU contra o Juiz Federal Sérgio Moro, bem como tentativa de ser reconhecido Ministro pelo Supremo Tribunal Federal, livrar-se de uma quase certa prisão, não só por obstrução de justiça, mas como principal partícipe de uma quadrilha que roubou todos nós, brasileiros honestos e trabalhadores. Continuamos, dessa forma, tendo esperanças de um país realmente democrático e republicanamente fortalecido através de suas intuições e dos seus instrumentos legais. Penso, indo além de nossas fronteiras brasileiras na importante Aliança dos Movimentos Democráticos, que além de fomentar um processo bem mais forte com status institucional do grupo de indignados, obter apoio também de instituições sintonizadas com a questão da solução dos problemas de corrupção no país.

JUSTIFICATIVA (BACKGROUDND)

Além dos mecanismos internos de combate à criminalização à quadrilhas que usam o Estado constituído como meio de “blindagem” para práticas ilícitas, como o que foi evidenciado e demonstrado pelas instituições democráticas de combate ao crime organizado (Polícia Federal, Ministério Público Federal e Justiça Federal), bem como por forte pressão popular por meio de representantes de grupos organizados, como é seu caso, temos resoluções da Organização das Nações Unidas (ONU), que podem ser utilizadas como parâmetros (se é que já não estão sendo usados pelos competentes Procuradores da República encarregados da  árdua missão de desmantelar uma quadrilha muito bem constituída) para reforçar o combate à corrupção.
É o caso da Convenção das Nações Unidas contra a Corrupção, composta de 71 artigos que se encontram divididos em 8 capítulos. É importante que nos atentemos ao que consta na ONU, justamente para dar respaldo legítimo ao combate à corrupção brasileira. Como estamos constatando na mídia internacional, há uma Guerra midiática a favor e contra a legalidade do impeachment. A última delas envolvendo o ex-presidente Lula, este protocolando uma representação na ONU contra o Juiz Sérgio Moro. Alega abuso de autoridade, bem como o magistrado estar sendo parcial em suas decisões.
A Venezuela, por meio de seu presidente, já tinha declarado Estado de Exceção levantando todas as garantias individuais e coletivas, usando como pretexto o chamado golpe no Brasil pela Presidente Dilma, sem fundamento jurídico. Ou seja, a finalidade principal é a implantação da ditadura. A Bolívia não ficou atrás. Mas os Estados Unidos da América já declarou, por meio da Organização dos Estados Americanos (OEA), que o que aconteceu no Brasil não foi Golpe. Com essa declaração, os EUA mandam um recado: não compactuamos mais com governos populistas e, sobretudo, ditatoriais.
Sendo assim, vamos continuar nos manifestando em alto e bom som, que nosso grupo, tendo você como representante, defende o que a população brasileira e os Estados Democráticos defendem. Vamos afastar, com nossos atos democráticos, populistas enganadores que tem por fim, única e exclusivamente a dilapidação do patrimônio do Brasileiro. Chega, como demonstram os EUA, de governos ditatoriais que tem como único e exclusivo fim, a perpetuação no poder.

Momento Desafiador!!!
Conforme percebe, os políticos mal intencionados têm um arsenal de manipulações espúrias, e dentre elas, principalmente recentemente a Operação Lava Jato, as questões de Obstrução de Justiça que ainda se encontram na ordem do dia por azar dos políticos que acham que nada os poderia atingir, e por trabalhos de investigação primorosos dos profissionais do Ministério Público Federal, Justiça Federal e Polícia Federal.

Com os fatos concretos que se apresentam, como marco, ponto de partida, dentre outras que foram divulgadas e outras que virão, nos promoveu reflexões sobre tal problemática e neste sentido pensamos desenvolver políticas e estratégias agregadas a outras que se encontram atuantes. Dentre as estratégias pensadas vislumbramos a possibilidade de criar um mecanismo de âmbito global que vise garantir a estabilidade de nossa democracia, bem como assegurarmos garantias e solidificaçaõ de nossas instituições que lutam contra a corrupção neste país. Com tudo supra exposto, nos dão ímpetos de lançar UMA PETIÇÃO A NÍVEL INTERNACIONAL com caráter inédito inovador, pois envolvendo dimensões ainda não contempladas com sua influência nos meandros do poder e que fruto desta recente experiência que se inicia em 2011 com as fundações do NASRUAS e de AMETHYST_NGO.
 



OBJETIVO (MESMO DA PETIÇÃO)

Obter as garantias transnacionais que governos que assumam o comando de países tais como esta acontecendo no Brasil, podendo serem outras condições peculiares inerentes a outros países nos quais possam se verificar competências e/ou procedimentos ilegais caracterizados como corrupção ativa e passiva  , bem como tentativas de obstrução de justiça e outras não mencionados aqui. Através de alianças transnacionais, básico e inicialmente de cidadãos individuais, bem como grupos de indignados mundiais que através de seus participantes sejam mobilizados através de recursos de informática e comunicação, e principalmente associados à mobilizações presenciais nas ruas (movimentos sociais) tendo como ponto de partida os  cidadãos indignados e engajados de diversos países, associados às instituições republicanas democraticamente institucionalizadas, garantam com leis suficientemente fortalecidas bem como suas instituições no estado democrático de direito. Tal processo poderia ser proposto para Aliança Democrática Nacional que seja promotora de referido processo nos diversos países de cidadãos signatários inicialmente desta petição pública internacional, e futuramente acordos entre entidades de grupos indignados nos diversos países no mundo.
Além da importante finalidade de dar visibilidade ao grupo, chamar a atenção internacional sobre nossas questões relacionadas com Crise Política decorrente de atos de corrupção das 10 medidas anticorrupção, esta sendo veiculada por meios dos canais de comunicação, mídia televisiva e escrita, para que a população perceba a importância do movimento, bem como de forma efetiva participe.

PROPOSTA DE MANIFESTO ANTICORRUPÇÃO NO BRASIL E AMÉRICA LATINA [POR UMA SOCIEDADE DEMOCRATICAMENTE LIVRE]



A presente petição pública tem como objetivo principal a obtenção de garantias transnacionais de governos que assumam o comando de países tais como esta acontecendo no  Brasil, bem como outras condições peculiares inerentes a outros países nos quais possam se verificar competências e/ou procedimentos ilegais caracterizados como corrupção ativa e passiva, bem como tentativas de obstrução de justiça, que neste momento começa a se concretizar as investigações iniciadas pela operação lava jato, cuja denuncia foi formalizada contra o ex-presidente Lula e outros cinco réus. Houve a tentativa, por parte deles, de comprar o silêncio do ex-diretor da Petrobrás, em episódio não muito distante que exigiu do Supremo Tribunal Federal uma medida jamais antes tomada, com a determinação da prisão de um Senador da República, Delcídio do Amaral.
Essa petição tem também por finalidade, através de alianças transnacionais básica e inicialmente de cidadãos individualizados, que grupos de
 indignados mundiais através de seus participantes sejam mobilizados através de recursos de informática e comunicação e principalmente associados à mobilizações presenciais nas ruas (movimentos sociais) tendo como ponto de partida  os cidadãos indignados e engajados  de diversos países, associados aliado às instituições republicanas constitucionalmente democráticas que garantam leis  suficientemente fortalecidas, bem como suas instituições no Estado Democrático de Direito. Tal processo poderia ser proposto para Aliança Democrática Nacional que seja promotora de processos nos diversos países de cidadãos signatários inicialmente desta petição publica internacional e futuramente acordos entres entidades de grupos indignados nos diversos países no mundo.
São movimentos que têm por finalidade tomar medidas de impedimento no sentido de evitar manobras políticas que estão sendo tomadas pelo réu Luís Inácio Lula da Silva, com interposição junto a Organização das Nações Unidas (ONU), de petição alegando abuso de direitos humanos. O que o motivou a tomar essa medida está relacionada ao fato de não mais dispor do chamado foro privilegiado, portanto poder ser preso por juízo federal de primeira instância, sem que haja necessidade de consulta ao STF.
O ex-presidente do Supremo Tribunal Federal Carlos Velloso, declarou em relação ao episódio que Lula tenta fugir da investigação que teve início no juízo de primeiro grau (Justiça Federal), onde a tramitação processual é mais rápida do que uma tramitação no STF, onde até mesmo a questão política pode “travar” o andamento das investigações. Esse é o motivo maior de várias tentativas de não ficar ao alcance dos juízes federais.

Propõe-se ao Povo  Brasileiro e a Comunidade Internacional estar alinhada com “As Dez Medidas Contra a Corrupção” e Apoio Irrestrito à Justiça Federal
