Ministry Torched as Brazil's Temer Faces Violence, Party Mutiny

Violent Protests Against Temer Rock Brazil Markets
Violent protests rocked Brazil’s capital on Wednesday as President Michel Temer sought to suppress a revolt within his own party after last week’s damaging graft allegations.
Protesters set fire to the ministry of agriculture, prompting the government to send in federal troops. Tens of thousands of demonstrators demanding the president’s removal clashed with police amid clouds of tear gas. Protesters mobilized by labor unions broke into several ministry buildings shattering windows and causing widespread damage. Helicopters circled a thick plume of black smoke in the most violent scenes Brasilia has witnessed in years.
Meanwhile, inside the presidential palace, government allies debated whether to stick with the embattled president. The best solution to remove Temer, who is being investigated by the prosecutor-general on corruption and cover-up charges, is for the top electoral court to annul the 2014 election result in which he shared a ticket with ousted President Dilma Rousseff, according to half a dozen legislators from his ruling PMDB party who spoke to Bloomberg News. The court will retake the case on alleged illegal campaign financing on June 6.

Temer met with PMDB Senators on Wednesday morning in an effort to tackle the dissidents. After the meeting, one Temer aide said the rebels account for no more than a handful of the party’s Senators.
But some legislators from other allied parties share concerns. The largest member in the government’s allied base, the PSDB, is holding its own meeting to discuss its future in the coalition.
"The mood in the PSDB caucus is one of concern," said Carlos Sampaio, the leader of the party in the lower house. "That’s why we are going to listen to the president of the party today."
The nation was rocked last week by news of a Supreme Court-authorized probe into Temer on allegations of passive corruption and obstruction of justice, only days before Congress had planned to vote on a pension bill considered central to the administration’s efforts to fix the country’s depleted public coffers and pull its economy out of recession.
Some of the dissident lawmakers told Bloomberg News that they favor a negotiated resignation in which Temer agrees to not stall possible court decisions against him with appeals. Senator Renan Calheiros, the current leader of Temer’s PMDB party in the upper house, has become the most outspoken advocate of a "negotiated exit" for Temer. 
Yet Temer, a 76 year-old career politician, refuses to budge, saying charges against him were trumped up and the evidence doctored.
Also he told a group of lower house legislators Tuesday night that Brazil’s economic recovery was at stake if lawmakers abandoned him now, according to people present at the meeting. Two of the government’s main proposals are deregulating the labor market and capping pension spending.
Opposition legislators have filed numerous impeachment requests against the president. The OAB, Brazil’s influential bar association, intends to file its own petition on Thursday. For any of the requests to proceed, they would to be accepted by house speaker Rodrigo Maia. In comments to reporters on Wednesday, he urged patience. "I cannot evaluate such a serious matter in a ’drive-thru’," he said. "It’s not a decision that you make overnight.

Possible Substitutes?

Another factor that buys Temer time is the lack of consensus on a possible substitute. Under the current law, Congress would elect an interim leader until the October 2018 general elections, should Temer leave office.

Some of the names discussed in the halls and elevators of Congress’s modernist building in Brasilia include Senator Tasso Jereissati of the PSDB party, former Supreme Court Chief Justice Nelson Jobim, ex-President Fernando Henrique Cardoso, and current Supreme Court Chief Justice Carmen Lucia Rocha. Also the current head of the lower house, Rodrigo Maia, was suggested by senior legislators as an alternative.
In order to help rebuild support among legislators and their constituents, Temer is pushing a series of pork barrel projects, such as wage increases for public tax collectors, debt refinancing for small and mid-size companies, as well as land ordinance regulations sought by farmers, according to a person with direct access to the president who asked not to be named.

Taking a retrospective of the Impeachment of Ms Rousseff, President Temer should have fallen along with her and not only her. Well, it seemed to know about issues that might have acted in this direction. Why the Institutions that held the information on the possibility of possession or not, seemed to have enough knowledge that would prevent the possession at that moment. And, why did they allow possession? And, only now, of course with the events that occurred with the repercussions of JBS Fride and others and that this came to the fore ???? There is something not well understood about it. On the other hand, we knew the relevance of following the Constitution, where the Vice President was the most appropriate. With all these impasses, it was opted for the liberation of the possession. And this is what I think is very relevant. Fortunately and unfortunately, the current government has planned to take steps to get the country on track and this was occurring, even with some issues that were dealt with by the parliamentarians of the various parties and this happened and is happening. This, too, I think is relevant, since we would need to get out of the damages that were promoted by the two main leaders of the previous governments with more populist character of the effective measures. In favor of Rousseff's Impeachment, we opted for the permanence of this government, even knowing its complex and discouraging ethical and political issues. But see our situation of Brazilian Citizens of Well, Patriots and want for everything the best for this Nation. We did not feel the best options at that moment, everything was very deficient and not easy . But that, with all these shortcomings as far as the government went, were better than the last two populist governments. We have had a partial success in achieving the Impechment, but with the great challenge that you are so well placed and agree in number, gender and degree. For, Brazil goes through a period of moral, ethical turmoil and, one might say, with an imminent risk to the fragile Brazilian democracy. The National Congress is deteriorating. There is a rot that refuses to leave Brasilia. The moral crisis has reached alarming levels and Brazilians no longer know that Brazil is this.
Both the President of the Republic, both his Ministers, Senators who occupy a prominent position in their parties are suffering the opening of a Federal Police investigation and even opening of denunciations by the Attorney General. There is no longer any hope for the citizens that there will be improvements in the economy so that the levels of unemployment will decrease.
There is a war at the top of the Three Powers (Judiciary, Legislative and Executive) for power without giving a damn about the people. Attorney General Janot is being accused of benefiting, with privileges that others investigated, reported or even defendants in lawsuits had not, or at least could have imagined they would have, businessman Joesley Batista, owner of the J & F group. What interests are there behind it? Is it restricted to the opportunity to do a general cleaning in the parliamentary circles for the demarcation of an entrepreneur who had had free transit since the first warrant of Lula?
There is talk of a coup from the left, a coup from the right, a coup by the judiciary, a coup by the Public Prosecutor's Office and even a blow by the people. It is also commented that the President of the Republic tries to 'strangle' the Federal Police to stop the investigations of Lava-Jet. There were even cases of particular interests on the part of members of the Federal Public Prosecutor's Office over public interests, as happened in the case of the prosecutor of the republic arrested in preventive terms for selling information about the operations of the task force. Or the case of the prosecutor of the republic who asked to exonerate the position to attend interests of the businessman Joesley.

But there is something more serious in all this. The bias of some Ministers of the Federal Supreme Court, as has been reported in the press. We hope it's just rumors. The Judiciary is a rare republican institution that still has the respect of the people. Federal Judge Sérgio Moro honors the robe. We expect all the judiciary to meet the hopes of the Brazilians, for their decisions and impartiality, in this whole swamp where many parliamentary and public authorities are sinking.

Fazendo uma retrospectiva de o Impeachment de Dilma Vana Rousseff , Presidente Temer deveria ter caido junto com a Dilma  e não só ela. Pois, ja se parecia saber de questoes que poderiam ter agido neste sentido. Por que as Instituicoes que detiam as informacoes sobre a possibilidade de posse ou nao, pareciam ter ja conhecimentos suficientes que inviabilizaria a posse naquele momento. E, por que permitiram a posse? E, somente agora, claro com os fatos ocorridos com as repercursoes da JBS e outras e que isto veio a tona???? Existe algo nao compeendido, bem sobre isto. Por outro lado, sabiamos da relevancia de se seguir o que rezava a Constituicao, onde o Vice-Presidente era o mais indicado. Com todo estes impasses, optou-se pela liberacao da posse. E, isto e que acho muito relevante. Felizmente e infelizmente, o Governo atual, se programou procurou tomar medidas para por o pais nos trilhos e isto estava ocorrendo, mesmo com algumas questoes que foram facultadas correcoes pelos parlamentares dos diversos partidos e isto aconteceu e esta acontecendo. Isto tambem acho que e  relevante, pois necessitariamos sair dos estragos que foram promovidos pelos dois principais mandatarios dos governos anteriores com carater mais populista do efetivador de medidas corretas. Nos que fomos favoraveis ao Impeachment de Dilma, optamos pela permanencia deste governo, mesmo sabendo de suas questoes eticas e politicas complexas e desestimuladoras. Porem veja nossa situacao de Cidadaos Brasileiros de Bem, Patriotas e querem por tudo o melhor para esta Nacao. Nao tiamos naquele momento as melhores opcoes, tudo era muito deficitario e capenga. Mas que, com todas esta deficiencias ate onde o governo chegou foram melhores do que os dois ultimos governos populistas. Tivemos um sucesso parcial em conseguir o Impechment, mas com a grande desafio que voce tao bem coloca e concordo em numero, em genero e grau. Pois, o Brasil passa por um período de turbulências morais, éticas e pode-se dizer, com risco eminente para a frágil democracia brasileira. O Congresso Nacional está deteriorado. Há uma podridão que se recusa a deixar Brasília. A crise moral atingiu níveis alarmantes e os brasileiros não sabem mais que Brasil é esse.
Tanto Presidente da República, tanto, seus Ministros, Senadores que ocupam posição de destaque em seus partidos estão sofrendo abertura de inquérito da Polícia Federal e até mesmo abertura de denúncias por parte do Procurador Geral da República. Não há mais esperanças, por parte dos cidadãos, de que haverá melhoras na economia para que os níveis de desemprego diminuam.
Há uma guerra, no alto escalão dos Três Poderes (Judiciário, Legislativo e Executivo) pelo poder sem que dêem a mínima para o povo. O chefe do Ministério Público,Janot, está sendo acusado de beneficiar, com privilégios que outros investigados, denunciados ou mesmo réus em processos judiciais não tiveram, ou ao menos puderam imaginar que teriam, o empresário Joesley Batista, dono do grupo J&F. Que interesses há por trás disso? Será que se restringe à oportunidade de fazer uma limpeza geral nos meios parlamentares pela delação de um empresário que tinham trânsito livre desde o primeiro mandado de Lula? 
Fala-se em golpe da esquerda, em golpe da direita, em golpe do judiciário, em golpe do Ministério Público e até golpe do povo. Comenta-se também que o Presidente da República tenta ‘estrangular” a Polícia Federal para barrar as investigações da Lava-Jato. Houve mesmo casos de interesses particulares por parte de integrantes do Ministério Público Federal acima dos interesses públicos, como aconteceu do caso do procurador da república preso preventivamente por estar vendendo informações sobre as operações da força tarefa. Ou o caso do procurador da república que pediu exoneração do cargo para atender interesses do empresário Joesley.
Mas há algo mais grave em tudo isso. A parcialidade de alguns Ministros do Supremo Tribunal Federal, como se tem noticiado na imprensa. Esperamos que sejam apenas boatos. O Judiciário é uma rara instituição republicana que ainda tem o respeito do povo. O Juiz Federal Sérgio Moro honra a toga. Esperamos de todo o judiciário que atenda as esperanças dos brasileiros, pelas suas decisões e imparcialidade, em todo esse pântano em que muitas autoridades parlamentares e públicas estão se afundando.
