The “Vem
Pra Rua” Movement
is calling alone for a new demonstration for this Sunday (27)
against the proposal to create a public fund to fund the election
campaigns next year. The political renewal, especially of the
parliamentarians of the National Congress, is also on the agenda.
The group hopes to gather demonstrators in 22 Brazilian cities.
In São Paulo, the event is scheduled for 2:00 pm with concentration at Masp, on Paulista Avenue, central city. In Brasilia, it will be at 10am, in front of the National Congress, and in Rio, also at 10am, at the 5th post.
Politicians and members of left-wing social movements, in turn, marked an open debate in Largo da Batata, also in São Paulo, but on Saturday.

Vem Pra Rua and MBL (Movimento Brasil Livre) gained visibility during the demonstrations due to the impeachment of former president Dilma Rousseff. Santos, of the MBL, pointed out, however, that there are no raids between the two movements, but "different world views". Both MBL and Vem Pra Rua are against the creation of the so-called "Special Fund for the Financing of Democracy", whose initial proposal would allocate about R $ 3.6 billion of the Union's net revenues to the electoral campaigns next year. Initially, the fund would correspond to 0.5% of the Union's annual net revenue, which, in 2018, would result in approximately R $ 3.6 billion. This percentage, however, has already been vetoed by the deputies. The proposal now is that the value of the fund be decided annually in the Budget Law, by the Joint Commission of Budget of the Congress.
"There is no way we can support this fund, we are following the thermometer in Brasilia, and we believe that this will not have a sequel, but we are on alert, following up, and if there are advances, we will be up. .
According to Santos, the MBL's focus now is precisely to put pressure on Brasília. "We are following the public security agenda, such as reducing criminal prosecution, the bill against the supersalarios, and of course political reform." MBL thinks street demonstrations are necessary for moments of public commotion. "
With a different strategy, Checker said that the act will also serve to give more visibility to the map created by the movement to show the position of each parliamentarian in relation to the electoral fund. "We are going to take cases of parliamentarians who have fled the positioning, putting themselves in positions contrary to that of society," he said. "We have to prevent them from approving these scandals they are wanting, which will further diminish the representativeness [of society]," he says.
According to him, Vem Pra Rua is in favor of the return of business financing and advocates, including the decrease of the values of the party fund - an amount already paid to parties on a monthly basis for their maintenance. "It does not have problems that people and companies hurt, it just can not donate like it did to JBS, it can not donate billions, nor make it hidden from the population, there must be value limits and transparency."
Says Checker.
The leader of “Vem Pra Rua” also said that the movement is against the district - electoral system in which are elected the most voted parliamentarians, regardless of the votes given to the parties. "Distritão does not work, it tends to cheapen the campaign, but it destroys the parties. We do not like the district because it ends up promoting what is already known and has prevented new leaders from developing.
"Vem Pra Rua” also prepares for September a list of politicians who, in the opinion of the movement, should not be reelected in 2018, already baptized "Bye, dear ones."

Manifestantes protestam em ato do MBL e do Vem Pra Rua na av. Paulista, em São Paulo, em março deste ano
O
movimento Vem Pra Rua está convocando, sozinho, uma nova
manifestação para este domingo (27) contra a proposta de criação
de um fundo público para custear as campanhas eleitorais do ano que
vem. A renovação política, principalmente dos parlamentares do
Congresso Nacional, também está na pauta. O grupo espera reunir
manifestantes em 22 cidades brasileiras.
Em
São Paulo, o ato está marcado para as 14h com concentração no
Masp, na avenida Paulista, região central da cidade. Em Brasília,
será às 10h, em frente ao Congresso Nacional, e, no Rio,
também às 10h, no posto 5.
Políticos
e membros de movimentos sociais ligados à esquerda, por sua vez,
marcaram um debate aberto no Largo da Batata, também em São Paulo,
porém no sábado.
O
MBL (Movimento Brasil Livre), parceiro do Vem Pra Rua em atos
anteriores, foi convidado para se juntar ao evento, mas segundo
Rogério Chequer, empresário e líder do Vem Pra Rua, não quis
participar. "Fizemos o contato, mas eles não quiseram. Estamos
sozinhos. Antes de fazer um ato, sempre lançamos e perguntamos para
outros movimentos. Cabe a eles quererem se juntar a nós. Tem que
ver com eles [MBL] porque eles não quiseram", afirma.
Renan
Santos, um dos coordenadores do MBL, diz que fazer com frequência
"atos de domingo" não é a estratégia do movimento
agora. "Não concordo em fazer atos de domingo rotineiramente,
porque acaba desmobilizando. Mesmo assim, eu apoio que eles façam.
Não é o que estamos fazendo, não é a nossa estratégia, mas
apoiamos", afirma Santos.
A
declaração foi dada após reportagem
da "Folha de S. Paulo" mostrar
a proximidade do MBL com a jovem bancada do PSDB no Congresso,
conhecida como "cabeças pretas". "Nós temos
aproximação com os deputados jovens, "cabeça preta", do
PSDB porque eles têm uma agenda parlamentar parecida com o que o
MBL defende. Estamos conseguindo fazer um trabalho articulado com
eles. Isso não pode ser interpretado com maldade. É uma relação
boa de quem defende coisas bacanas", disse Santos ao UOL.

Vem Pra
Rua e MBL (Movimento Brasil Livre) ganharam visibilidade durante as
manifestações pelo impeachment da ex-presidente Dilma Rousseff. Em
uma delas, em 13 de março de 2016, chegaram a mobilizar cerca de
500 mil pessoas na avenida Paulista, mobilizando o
maior ato político já registrado na cidade,
superando inclusive a principal manifestação pelas Diretas Já, em
1984.
A última
vez que os dois estiveram juntos na organização de atos foi em
março deste ano,
quando, apesar da baixa adesão, manifestantes de várias cidades do
Brasil protestaram contra a impunidade da classe política e a favor
da Operação Lava Jato.
Sobre a
expectativa de manifestantes para este domingo, Chequer disse que o
número de manifestantes não é uma preocupação porque o ato tem
uma "causa específica". "Este é um ato diferente,
estamos fazendo com causa específica. E ele vai andar, não vai
ficar parado [como das outras vezes]", afirma. A proposta
inicial era sair do Masp e ir até a praça Oswaldo Cruz, no bairro
do Paraíso, mas o trajeto ainda não está confirmado.
Santos, do
MBL, salientou, no entanto, que não há rusgas entre os dois
movimentos, mas "visões de mundo diferentes". "Mesmo
na época do impeachment, nós éramos a favor da saída e o Vem Pra
Rua era contra. Nós empurramos o impeachment ladeira a cima.
Seguimos linhas diferentes, temos visões de mundo diferentes,
prioridades diferentes. Mas há vários momentos em que a agenda é
similar e aí cada um se apoia e atua à sua maneira", afirma.
As
denúncias contra Temer mostraram essas diferenças.
Enquanto o Vem Pra Rua se declarava a favor da saída de Temer, o
MBL foi a favor do arquivamento da denúncia da PGR (Procuradoria
Geral da República).
Ambos são contra o fundo eleitoral
Tanto o
MBL como o Vem Pra Rua são contra a criação do chamado "Fundo
Especial para o Financiamento da Democracia", cuja proposta
inicial destinaria cerca de R$ 3,6 bilhões das receitas líquidas
da União para as campanhas eleitorais do ano que vem. Inicialmente,
o fundo corresponderia a 0,5% da receita líquida anual da União, o
que, em 2018, resultaria em, aproximadamente, R$ 3,6 bilhões. Essa
porcentagem, porém, já foi vetada pelos deputados. A proposta
agora é que o valor do fundo seja decidido anualmente na Lei
Orçamentária, pela Comissão Mista de Orçamento do Congresso.
"Não
há como apoiar esse fundo. Estamos acompanhando o termômetro em
Brasília, e acreditamos que isso não terá sequência. Mas estamos
em alerta, acompanhando, e se houver avanços vamos para cima. Mas
já estamos percebendo recuos da parte deles", disse Santos.
Segundo
Santos, o foco do MBL agora é justamente fazer pressão em
Brasília. "Estamos acompanhando a agenda de segurança
pública, como a diminuição da progressão penal, o projeto de lei
contra os supersalários, e claro a reforma política. O MBL acha
que manifestações de rua são necessárias para momentos de
comoção pública."
Com uma
estratégia diferente, Chequer contou que o ato também servirá
para dar mais visibilidade ao mapa criado pelo movimento para
mostrar a posição de cada parlamentar em relação ao fundo
eleitoral. "Vamos levar casos de parlamentares que têm fugido
do posicionamento, se colocando em posições contrárias a da
sociedade", disse. "Temos que impedir que aprovem esses
escândalos que estão querendo, que vão diminuir ainda mais a
representatividade [da sociedade]", afirma.
Segundo
ele, o Vem Pra Rua é a favor da volta do financiamento empresarial
e defende, inclusive a diminuição dos valores do fundo partidário
–valor já pago aos partidos mensalmente para sua manutenção.
"Não tem problemas que pessoas e empresas doem, só não pode
doar como fez a JBS. Não pode doar bilhões, nem fazer com que isso
seja algo escondido da população. É preciso que existam limites
de valores e que seja feito com transparência",
afirma Chequer.
O líder
do Vem Pra Rua disse ainda que o movimento é contra o distritão --
sistema eleitoral em que são eleitos os parlamentares mais votados,
independentemente dos votos dados aos partidos. "Distritão não
funciona, tende a baratear a campanha, mas destrói os partidos. Não
gostamos do distritão porque ele acaba promovendo o que já é
conhecido e acaba impedido novas lideranças de se desenvolverem."
O Vem
Pra Rua também prepara para setembro uma lista de
políticos que, na opinião do movimento, não deveriam ser
reeleitos em 2018, já batizada de "Tchau, queridos".
