- Entrepreneurs, political scientists and representatives of civil
society, trade unions and street movements visit deputies on
Tuesday in the Chamber of Deputies to press them against the
creation of a $ 3.6 billion electoral fund with public resources to
finance Political campaigns and against the change of the electoral
system to the district. By this model, they are elected deputies
and more voted councilors, without taking into account the votes of
other candidates and in the legend, as in the proportional system
in force.
The entourage is led by the president of Sebrae, Guilherme Afif Domingos, and is attended by Rogério Cheker, from the “Vem Pra Rua” Movement Comes to Rua; Luana Tavares, from the Center for Public Leadership; In addition to other representatives of institutions such as the Federation of Industry of the State of São Paulo (Fiesp), Brazilian Order of Lawyers (OAB) , General Union of Workers (UGT), Banco Santander, Participative Transparency, Confederation of Business Associations and Business Brazil (CACB) and the National Confederation of Young Entrepreneurs.
According to a schedule released by the party, they will defend the permanence in the proportional system in the 2018 elections and the adoption of the mixed district from 2022, as already approved by the chamber reform committee. By this model, the voter votes twice for a deputy: in a district candidate and in a party. Half of the seats in each state go to the highest voted in each district and the other will be filled by the parties by means of a pre-ordered list.

The party will also defend the immediate end of the coalitions and the creation of a barrier clause, without specifying percentages. By the political reform discussed in the House, coalitions in proportional elections will only be banned from 2020. The barrier clause will be valid from the October election next year. The proposal, which is still under discussion in a special commission, requires parties to obtain 1.5 percent of the national vote for a federal deputy and 1 percent in at least nine states to gain access to the partisan fund and TV time.

- Empresários, cientistas políticos e representantes de entidades
civis, sindicatos e movimentos de rua visitam deputados nesta
terça-feira, na Câmara, para
pressioná-los contra a criação de um fundo eleitoral de R$
3,6 bilhões
com recursos públicos para bancar campanhas políticas e contra a
mudança do sistema eleitoral para o distritão.
Por esse modelo, são eleitos deputados e vereadores mais votados,
sem levar em consideração os votos de outros candidatos e na
legenda, como no sistema proporcional em vigor.
A
comitiva é liderada pelo presidente do Sebrae, Guilherme Afif
Domingos, e conta com a presença de Rogério Cheker, do movimento
Vem pra Rua; Luana Tavares, do Centro de Liderança Pública; além
de outros representantes de instituições como a Federação das
Indústria do Estado de São Paulo (Fiesp), Ordem dos Advogados do
Brasil (OAB), União Geral dos Trabalhadores (UGT), Banco
Santander, Transparência Partidária, Confederação das
Associações Comerciais e Empresariais do Brasil (CACB) e
Confederação Nacional dos Jovens Empresários.
Segundo
agenda divulgada pela comitiva, eles vão defender a permanência
no sistema proporcional nas eleições de 2018 e a adoção do
distrital misto a partir de 2022, como já aprovado pela comissão
da reforma política da Câmara. Por esse modelo, o eleitor vota
duas vezes para deputado: em um candidato do distrito e em um
partido. Metade das cadeiras de cada Estado vai para os mais
votados de cada distrito e a outra será preenchida pelos partidos,
por meio de uma lista pré-ordenada.

A
comitiva também defenderá o fim imediato das coligações e a
criação de uma cláusula de barreira, sem especificar
porcentuais. Pela reforma política discutida na Câmara, as
coligações em eleições proporcionais só estarão proibidas a
partir de 2020. Já a cláusula de barreira valerá a partir do
pleito de outubro do próximo ano. A proposta, ainda em discussão
em comissão especial, exige que partidos obtenham 1,5% dos votos
nacionais para deputado federal e 1% em pelo menos nove Estados,
para ter acesso ao Fundo Partidário e ao tempo de TV.
