The National Archives has until Thursday to disclose the remaining files related to Kennedy's 1963 assassination. The trove is expected to include more than 3,000 documents that have never been seen by the public and more than 30,000 that have been previously released but with redactions.
Congress mandated in 1992 that all assassination documents be released within 25 years, but Trump has the power to block them on the grounds that making them public would harm intelligence or military operations, law enforcement or foreign relations.
"Thank you. This is the correct decision. Please do not allow exceptions for any agency of government," tweeted Larry Sabato, director of the University of Virginia Center for Politics and author of a book about Kennedy, who has urged the president to release the files. "JFK files have been hidden too long."
The anticipated release has had scholars and armchair detectives buzzing. But it's unlikely the documents will contain any big revelations on a tragedy that has stirred conspiracy theories for decades, Judge John Tunheim told The Associated Press last month. Tunheim was chairman of the independent agency in the 1990s that made public many assassination records and decided how long others could remain secret.
Sabato and other JFK scholars believe the trove of files may, however, provide insight into assassin Lee Harvey Oswald's trip to Mexico City weeks before the killing, during which he visited the Soviet and Cuban embassies. Oswald's stated reason for going was to get visas that would allow him to enter Cuba and the Soviet Union, according to the Warren Commission, the investigative body established by President Lyndon B. Johnson, but much about the trip remains unknown.
Longtime Trump friend Roger Stone, who wrote a book alleging that Johnson was the driving force behind Kennedy's assassination, had personally urged the president to make the files public, he told far-right conspiracy theorist and radio show host Alex Jones this past week.
"Yesterday, I had the opportunity to make the case directly to the president of the United States by phone as to why I believe it is essential that he release the balance of the currently redacted and classified JFK assassination documents," Stone said, adding that "a very good White House source," but not the president, had told him the Central Intelligence Agency, "specifically CIA director Mike Pompeo, has been lobbying the president furiously not to release these documents."
"Why? Because I believe they show that Oswald was trained, nurtured and put in place by the Central Intelligence Agency. It sheds very bad light on the deep state," he said.
After the president announced his decision, Stone tweeted: "Yes ! victory !"
The files that were withheld in full were those the Assassination Records Review Board deemed "not believed relevant," Tunheim said. Its members sought to ensure they weren't hiding any information directly related to Kennedy's assassination, but there may be nuggets of information in the files that they didn't realize were important two decades ago, he said.
"There could be some jewels in there because in our level of knowledge in the 1990s is maybe different from today," Tunheim said.
The National Archives in July published online more than 440 never-before-seen assassination documents and thousands of others that had been released previously with redactions.
Among those documents was a 1975 internal CIA memo that questioned whether Oswald became motivated to kill Kennedy after reading an AP article in a newspaper that quoted Fidel Castro as saying "U.S. leaders would be in danger if they helped in any attempt to do away with leaders of Cuba."

A sabotagem de Maia

Como o presidente da Câmara, Rodrigo Maia, arquitetou a divulgação, por meio do site oficial da Casa, dos depoimentos em vídeo de Lúcio Funaro, o que está por trás do gesto político arrojado e o que ele ainda prepara para tentar amealhar ainda mais poder

Por mais que tente negar as aparências e disfarçar as evidências, o presidente da Câmara, Rodrigo Maia, não consegue esconder: primeiro nome na linha de sucessão, ele foi mordido pela mosca azul – aquela que, segundo reza o anedotário político, inocula em seu alvo o veneno do desejo irrefreável de alcançar a Presidência, ilusão que acaba comprometendo sua sanidade e seu senso de realidade. Para tanto, Maia passou a jogar com a possibilidade de o presidente Michel Temer ser derrotado no plenário da Câmara na votação da segunda denúncia nesta quarta-feira 25. A hipótese é remota. Seriam necessários 342 votos contra Temer. Mas, se isso acontecer, Maia assumiria a Presidência da República. O que, segundo ele, é um sonho de todo político. “Quem está na política e não pensa em presidir o Brasil está no lugar errado”, afirma. Não, necessariamente. Mas, entre outras épocas, vale lembrar, muita gente também sonhava em ser Napoleão.
REAÇÃO CALCULADA Liberação dos vídeos causou espanto no Planalto. Temer, no entanto, não perdeu a fleuma
Foi movido por esse espírito que Maia saiu a campo a fim de tentar sabotar o governo. A palavra sabotagem vem do francês sabot, que significa ‘tamanco’. Surgiu quando trabalhadoras revoltadas, durante a revolução industrial, jogavam seus tamancos nas máquinas a fim de paralisá-las. Na sabotagem de Maia deu-se o inverso. Ele fez a máquina andar. Mais precisamente tornou público, por meio do site oficial da Câmara, os vídeos da delação premiada de Lúcio Funaro, em que o doleiro faz graves acusações a Michel Temer. Tratou-se de um gesto estritamente pessoal: conforme apurou ISTOÉ foi o próprio Maia, na noite de sexta-feira 29 de setembro, quem pediu a um servidor da Comissão de Constituição e Justiça da Câmara que disponibilizasse os depoimentos de Funaro. Coube ao funcionário entrar em contato com os responsáveis pelo site da Câmara. Eram 19h30 quando Maia emitiu a ordem. Uma hora depois estava tudo pronto para o conteúdo bombástico entrar no ar. Maia acompanhou tudo de perto. Só descansou depois que o “enter” foi pressionado.

Os ofícios do Supremo Tribunal Federal com arquivos digitais anexos e que continham mais de um terabyte de informações chegaram à Câmara dos Deputados no dia 21 de setembro. Entre os dias 22 e 28 de setembro, o presidente da Câmara consultou aliados, entre eles o deputado José Carlos Aleluia (DEM-BA) em pelo menos duas reuniões na residência oficial. Nos encontros, avaliou os riscos da exposição. Pesados pós e contras, mandou “tocar adiante”. “Maia sabia dos riscos o tempo todo. E, óbvio, agiu de modo a constranger o governo”, afirmou uma das pessoas envolvidas na operação. Somente na sexta-feira 13, ou seja quase 20 dias depois, é que a imprensa se deu conta da existência do material e o trouxe à luz. A dica teria partido do próprio gabinete de Maia. O problema é que os documentos divulgados pertenciam a inquérito que corre em segredo de Justiça no Supremo Tribunal Federal. E, segundo o ministro Edson Fachin, foram entregues à presidência da Câmara sob esta mesma condição. Ou seja, foi cometido um crime de violação de sigilo. Não só deste como de mais três inquéritos: contra Renan Calheiros (PMDB-AL), Romero Jucá (PMDB-RR) e o ex-presidente da Câmara, Eduardo Cunha. A liberação dos vídeos causou espanto (e pronta reação) do advogado de Temer, Eduardo Carnelós. Carnelós, em nota, considerou o vazamento “criminoso”, com o intuito de “causar estardalhaço” às véspera da votação da segunda denúncia. Maia sentiu o golpe, ameaçou processar Carnelós e o chamou de “incompetente e irresponsável”. Em seguida, reconheceu que foi o responsável pela divulgação dos vídeos da delação de Funaro, mas garantiu que manteve reunião com o ministro Fachin e a presidente do STF, Cármen Lúcia, e não ouviu deles nenhuma restrição de acesso a qualquer parte da documentação. Fachin, no entanto, derrubou a inverossímil versão: insistiu em que tudo que se refere à colaboração premiada continuava e continua sob sigilo.


O armistício durou pouco

O gesto de Maia é uma prova contundente de sua agenda negativa. Michel Temer preferiu não alimentar a polêmica e desautorizou as críticas de seu advogado. O presidente tem feito todo o possível para reconquistar o apoio de Rodrigo. Depois do bate-boca de Maia com Carnelós, Temer pediu que Antônio Imbassahy, ministro-chefe da Secretaria de Governo, procurasse o presidente da Câmara e tentasse acalmá-lo. Imbassahy encontrou-se com Maia na noite do domingo 15 e também no café da manhã da segunda. Ofereceu-lhe a presidência do BNDES, em nome do governo. Como sinal de paz, Maia suspendeu a viagem que faria ao Chile exatamente durante a votação da CCJ, que deu ganho de causa a Temer. “Não poderia abandonar a Câmara num momento em que se votava sobre um assunto tão grave”, justificou-se. Na conversa com Imbassahy, foi agendada a audiência de Maia com Temer, pois os dois não se encontravam há quase um mês. Mas o clima de reconciliação, como se viu, durou muito pouco.
Em sua busca incessante de razões para se afastar de Temer, Maia criou um novo atrito na noite da quarta-feira 18. Após o encontro de uma hora que manteve com o presidente no Palácio do Planalto, de 4h30 às 5h30 da tarde, foi divulgada a informação de que se discutiu na reunião o rito de votação da denúncia contra o presidente. Foi o bastante para Rodrigo Maia virar uma arara. Emitiu uma nota oficial esclarecendo que a versão era falsa. E acusou o Palácio de disseminar “intrigas”. Ainda na nota, disse que “não havia sentido algum tratar de rito processual de votação de um Poder da República com o presidente de outro Poder, muito menos quando é um deles que está sendo processado e julgado com seus ministros”. Quer dizer, apesar das promessas de bandeira branca, tudo permaneceu como estava.
Mudança de perfil

Se, na época da votação da primeira denúncia da PGR contra Temer, Maia fazia juras de amor, hoje ele encontra a todo momento motivos para se distanciar do Palácio do Planalto. Em julho, ele garantiu que aprendeu em casa “a ser leal e correto e serei com o presidente Michel Temer sempre”. Agora, seu discurso ganhou um tom bastante sinuoso. Em entrevista na terça-feira 17, ao falar da segunda denúncia, Maia explicou que, como membro do DEM, faz parte da base aliada, mas como presidente da Câmara tem de se manter imparcial. Portando, já não está tão comprometido assim com os ensinamentos de família. Na imagem cunhada por Brizola, não é exagero dizer que Maia “está costeando o alambrado”. Em entrevista, na quinta-feira 19, voltou a subir o tom: “Não sou apêndice do Poder Executivo”, afirmou.
Não faltam exemplos da predisposição de Maia para alimentar crises artificiais. Age como um sabotador, com a missão de criar problemas para o governo. Suas reações são sempre intempestivas. Provocou uma tempestade em copo d’água diante da manobra do PMDB para atrair dissidentes do PSB. A mudança radical no comportamento de Maia guarda relação não apenas com o atual momento político do País. Tem a ver também com as eleições de 2018. Com o cenário eleitoral ainda confuso, Maia acha que pode sobrar mesmo para ele. Agora ou, quem sabe, mais adiante. “Imagine um quadro em que o PSDB não alcance um consenso e o PMDB chegue em 2018 em frangalhos? O DEM de Maia surge como alternativa. E, óbvio, Maia quer estar bem posicionado nesse jogo”, afirmou um aliado do parlamentar. Sonhar não custa nada. Abordado, Maia entabula de pronto um raciocínio decorado. Diz ser candidato a duas reeleições. Primeiro a deputado por seu Estado. Depois, novamente à Presidência da Câmara. No DEM, hoje, Rodrigo Maia é o plano B caso as negociações destinadas a abrigar na legenda o prefeito de São Paulo, João Doria (PSDB), fracassem. “Se o cavalo passar encilhado, Maia quer estar pronto para subir”, disse um aliado do parlamentar. Até porque, como diz o provérbio gaúcho, cavalo encilhado não passa duas vezes. Com tantos movimentos ousados, porém, o risco é ele cair do cavalo antes.
