Thank you for coming to the Brazilian Public Prosecutor's Office, who is in the service of the nation, to witness this possession. I turn to the Brazilian people, from whom all power emanates, and to all those present, to say that I am aware of the enormous task before us and of the legitimate expectation that it will be fulfilled with balance, firmness and courage, in the constitution and in the laws.
I humbly receive the precious legacy of service to the country, forged by the attorneys general of the republic that preceded me, certain that the Public Prosecutor's Office should promote justice, defend democracy, watch over the common good and the environment, assure voices to those who do not have it and make sure no one is above the law and no one is below the law. Compliance with Attorney General Rodrigo Janot for his service to the nation. Forty-one Brazilians took up this position. Some in a peaceful environment and many under intense storm. There is no lack of certainty that Brazil will continue to do so because the people maintain hope in a better country, take an interest in the destiny of the nation, follow investigations and trials, tolerate corruption and not only wait, but also bring results. The Brazilians learned the path that leads to the Public Ministry.

Thirty
years ago, when I took office, few knew what the prosecutor of the
republic is doing, and yet our protomartyr, prosecutor Pedro Jorge de
Mello e Silva, had already been murdered for investigating a major
corruption scandal. In order to honor its memory and give effect to
our work, we claim the guarantees that the Constituent gave us in
1988. However, it was because of the persistent inequality, the
absence of freedoms and the daily suffering of people that we also
claim other constitutional attributions, such as the defense of
democracy, society and the environment, and to ensure that the public
authorities respect the rights guaranteed in the constitution.
These new constitutional attributions have added to the classic role of the Public Prosecution Service, which is to prosecute criminals. All these functions must be performed well, because all of them are still really necessary. For many Brazilians, the situation remains difficult because they are exposed to violence and public insecurity, receive poor public services, pay high taxes, find obstacles to access to justice, suffer the effects of corruption, have difficulty self-organizing, but still a future of prosperity and social peace.
The Public Ministry established by the 1988 constitution is therefore obliged to exercise, with equal emphasis, the criminal function and the defense of human rights. It should prioritize the performance of its members to the extent appropriate to solve serious problems that inhibit good human development, such as high homicide rates; urban and rural violence, failures in school quality - and we know that quality education emancipates the person and breaks the circle of poverty - and the absence of basic health services where they are needed. The challenges are many.
It is not possible to say that it will be easy, but I confirm that the problems will be taken seriously, based on the constitution and laws, because every member of the Brazilian Public Prosecutor's Office is ready and motivated, as he has always been, to exercise all of his constitutional attributions. I will be with them and next to them. We have not lacked the budgetary resources, nor the legal instruments necessary to enforce the constitution.
I am sure that the Public Prosecutor's Office will continue to receive from the executive and the National Congress the indispensable support for the improvement of republican laws and institutions and for the exercise of our duties. The Federal Supreme Court has distinguished the Public Prosecutor's Office with its respectful and republican action, in all respects with the harmony that interests citizens, by delivering expeditiously the jurisdictional provision that is claimed as guardian of the constitution.
Everywhere in Brazil and in very different subjects, there is a lot of work for the Public Ministry. The Constitution entrusted us with ensuring the hygiene of the electoral system, curbing domestic violence, traffic crimes that claim so many lives, homicides and crimes of corruption. In the Public Prosecutor's Office, we have the duty to charge those who manage public spending who do so honestly, efficiently and probo, to the point of restoring people's trust in governance institutions.
Pope Francis teaches us that "corruption is not an act, but a condition, a personal and social state, in which one becomes accustomed to living. The corrupt are so closed and satisfied to nourish their self-sufficiency that they do not allow themselves to be questioned by anything or anyone. He built a self-esteem that is based on fraudulent attitudes: he spends his life seeking the shortcuts of opportunism, at the price of his own dignity and the dignity of others ... Corruption makes one lose the modesty that protects truth, goodness and beauty. " in the name of God is mercy, to watch over the common good is a great task for the Public Prosecution Service, which is assisted by the role that each citizen can do for himself and for the integrity of the Country. It is a necessary task, which demands courage from us.
The country is going through a debugging moment. The organs of the system of administration of justice have in the respect and harmony between the institutions the cornerstone that balances the necessary relation to do justice in each concrete case. We must take care of the dignity of the human person. The Constitution does not establish it only as an ideal, but it demands concreteness in relation to each individual, based on the observance of the law and individual rights.
The Public Prosecutor, as prosecutor of the Constitution and laws, must watch over the dignity of each person, because human dignity is essential to ensure a future of peace in the Country and between nations. The Public Ministry is guardian of the civilizational legacy contained in the Constitution. Principles and norms that ensure the freedom of the individual also expand the human condition for peaceful living in society, sustain our lifestyle, preserve our traditions and customs, and constitute due process of law.
We were shaped by different languages and cultures and we lived well with differences. This multiracial heritage characterizes Brazil and reveals our humanity. The Public Ministry ensures respect for these characteristics, for the rights of Indians and minorities, for freedom of religion and belief. Every two years, on the date of the inauguration, we gather in this house and reaffirm our hope for better days for Brazil and our commitment, as members of the Public Prosecution Service, to act with unity of purpose to do our part, which consists of fulfill our constitutional duty. It is the hope that I now renew, as the attorney general of the republic and president of the national council of the Public Prosecution, and for whose sake I know that I count on the firmness of each prosecutor of the republic and of each prosecutor of the country in its most different offices .
Under the Constitution of 1988, the Brazilian nation has chosen to build its history by valuing freedom of expression and assembly, appreciating democracy, repudiating corruption and demanding recognition of its rights. The Public Prosecutor, as a constitutional defender of the public interest, stands by the citizens in order to fulfill what is clearly their duty to the Constitution in order to ensure that all are equal and all are free, that due process is a right and that the harmony between the powers is a requirement for the stability of the nation.
In the office I am assuming, the work will be daily and exhausting, we will need the help of all the members and servants of the Public Prosecutor's Office, for the greatness of this nation has been built in an arduous way, and we have learned that the path that leads to freedom and integrity has obstacles that can only be overcome with resilience and courage. There are new legal challenges ahead.
The values we will defend and define our actions are in the Constitution: a lot of work, honesty, respect for the law and institutions, respect for due process of law and responsibility. These are the attributes of citizenship. At the beginning of my term of office, I ask God's protection so that at times when I am put to the test, do not hesitate to protect the liberties, to fulfill my duty with responsibility, to have the Constitution and the laws applied, to deliver with I can now say, paraphrasing the great poetess Cora Coralina, of my beloved state of Goias, which contributed to "more hope in my footsteps than sadness on my shoulders,"

Agradeço
que tenham vindo à casa do Ministério Público brasileiro, que está
a serviço da nação, para testemunhar esta posse. Dirijo-me ao povo
brasileiro, de quem emana todo o poder, e a todos os presentes, para
dizer que estou ciente da enorme tarefa que está diante de nós e da
legítima expectativa de que seja cumprida com equilíbrio, firmeza e
coragem, com fundamento na constituição e nas leis.
Recebo com
humildade o precioso legado de serviço à pátria, forjado pelos
procuradores-gerais da republica que me antecederam, certa de que o
Ministério Público deve promover justiça, defender a democracia,
zelar pelo bem comum e pelo meio ambiente, assegurar voz a quem não
a tem e garantir que ninguém esteja acima da lei e ninguém esteja
abaixo da lei. Cumprimento o procurador-geral Rodrigo Janot por seu
serviço à nação. Quarenta e um brasileiros assumiram este cargo.
Alguns em ambiente de paz e muitos sob intensa tempestade. A nenhum
faltou certeza de que o Brasil seguirá em frente porque o povo
mantém a esperança em um País melhor, interessa-se pelo destino da
nação, acompanha investigações e julgamentos, não tolera a
corrupção e não só espera, mas também cobra resultados. Os
brasileiros aprenderam o caminho que conduz ao Ministério Público.

Há trinta
anos, quando tomei posse, poucos sabiam o que faz o procurador da
república e, no entanto, nosso protomártir, o procurador Pedro
Jorge de Mello e Silva, já havia sido assassinado por investigar um
grande escândalo de corrupção. Para honrar sua memória e dar
efetividade ao nosso trabalho, reivindicamos as garantias que o
constituinte nos deu em 1988. No entanto, foi por causa da
desigualdade persistente, da ausência de liberdades e do sofrimento
cotidiano das pessoas, que reivindicamos também outras atribuições
constitucionais, como a defesa da democracia, da sociedade e do meio
ambiente e de zelar pelo respeito dos poderes públicos aos direitos
assegurados na constituição.
Estas novas
atribuições constitucionais somaram-se ao papel clássico do
Ministério Público, que é o de processar criminosos. É preciso
desempenhar bem todas estas funções, porque todas ainda são
realmente necessárias. Para muitos brasileiros a situação continua
difícil, pois estão expostos à violência e à insegurança
pública, recebem serviços públicos precários, pagam impostos
elevados, encontram obstáculos no acesso à justiça, sofrem os
efeitos da corrupção, têm dificuldade de se auto-organizar, mas
ainda almejam um futuro de prosperidade e paz social.
O
Ministério Público instituído pela constituição de 1988 tem,
portanto, a obrigação de exercer, com igual ênfase, a função
criminal e a de defesa de direitos humanos. Deve priorizar a atuação
de seus membros na medida adequada a resolver problemas graves, que
inibem o bom desenvolvimento humano, como as elevadas taxas de
homicídio; a violência urbana e rural, as falhas na qualidade da
escola — e sabemos que a educação de qualidade emancipa a pessoa
e rompe o círculo da pobreza –, e a ausência de serviços básicos
de saúde onde são necessários. Os desafios são muitos.
Não é
possível dizer que será fácil, mas confirmo que os problemas serão
encarados com seriedade, com fundamento na constituição e nas leis,
porque cada membro do Ministério Público brasileiro está pronto e
motivado, como sempre esteve, para exercer todas as suas atribuições
constitucionais. Estarei com eles e ao lado deles. Não nos têm
faltado os meios orçamentários, nem os instrumentos jurídicos
necessários para fazer cumprir a constituição.
Estou certa
de que o Ministério Público continuará a receber do poder
executivo e do congresso nacional o apoio indispensável ao
aprimoramento das leis e das instituições republicanas e para o
exercício de nossas atribuições. O Supremo Tribunal Federal tem
distinguido o Ministério Público com sua atuação fundamentada,
respeitosa e republicana, em tudo condizente com a harmonia que
interessa aos cidadãos, ao entregar de modo célere a prestação
jurisdicional que lhe é reclamada como guardião da constituição.
Em todos os
lugares do Brasil e em temas muito diferentes, há muito trabalho
para o Ministério Público. A Constituição nos incumbiu de zelar
pela higidez do sistema eleitoral, de coibir a violência doméstica,
os crimes no trânsito que ceifam tantas vidas, os homicídios e os
crimes de corrupção. No Ministério Público, temos o dever de
cobrar dos que gerenciam o gasto público que o façam de modo
honesto, eficiente e probo, ao ponto de restabelecer a confiança das
pessoas nas instituições de governança.
O papa
Francisco nos ensina que “a corrupção não é um ato, mas uma
condição, um estado pessoal e social, no qual a pessoa se habitua a
viver. O corrupto está tão fechado e satisfeito em alimentar a sua
autossuficiência que não se deixa questionar por nada nem por
ninguém. Construiu uma autoestima que se baseia em atitudes
fraudulentas: passa a vida buscando os atalhos do oportunismo, ao
preço de sua própria dignidade e da dignidade dos outros… A
corrupção faz perder o pudor que protege a verdade, a bondade e a
beleza.“ (em o nome de deus é misericórdia, ed. Planeta, 2016, p.
120) zelar pelo bem comum é uma tarefa grandiosa para o Ministério
Público, que é coadjuvada pelo papel que cada cidadão pode fazer
por si mesmo e pela integridade do País. É uma tarefa necessária,
que exige de nós coragem.
O País
passa por um momento de depuração. Os órgãos do sistema de
administração de justiça têm no respeito e harmonia entre as
instituições a pedra angular que equilibra a relação necessária
para se fazer justiça em cada caso concreto. Temos de cuidar da
dignidade da pessoa humana. A Constituição não a estabelece apenas
como ideal, mas exige concretude em relação a cada indivíduo,
pautada pela observância da lei e dos direitos individuais.
O
Ministério Público, como fiscal da Constituição e das leis, deve
zelar pela dignidade de cada pessoa, pois a dignidade humana é
essencial para assegurar um futuro de paz no País e entre as nações.
O Ministério Público é guardião do legado civilizatório contido
na Constituição. Princípios e normas que asseguram a liberdade do
indivíduo também expandem a condição humana para a vida pacífica
em sociedade, sustentam nosso estilo de vida, preservam nossas
tradições e nossos costumes e constituem o devido processo legal.
Fomos
moldados por diversas línguas e culturas e convivemos bem com as
diferenças. Esta herança multirracial caracteriza o Brasil e revela
nossa humanidade. O Ministério Público zela pelo respeito a estas
características, pelos direitos de índios e minorias, pela
liberdade de religião e de credo. A cada dois anos, na data da
posse, nos reunimos nesta casa e reafirmamos nossa esperança de dias
melhores para o Brasil e o nosso compromisso, como membros do
Ministério Público, de agirmos com unidade de propósito para fazer
a nossa parte, que consiste em cumprir o nosso dever constitucional.
É a esperança que renovo agora, como procuradora geral da república
e presidente do conselho nacional do Ministério Público, e para
cujo alcance sei que conto com a firmeza de cada procurador da
república e de cada promotor de justiça do País, em seus mais
diferentes ofícios.
Sob a
Constituição de 1988, a nação brasileira tem escolhido construir
sua história valorizando a liberdade de expressão e de reunião,
apreciando a democracia, repudiando a corrupção e pedindo o
reconhecimento de seus direitos. O Ministério Público, como
defensor constitucional do interesse público, posta-se ao lado dos
cidadãos para cumprir o que lhe incumbe claramente a Constituição
de modo a assegurar que todos são iguais e todos são livres, que o
devido processo legal é um direito e que a harmonia entre os poderes
é um requisito para a estabilidade da nação.
No ofício
que ora assumo, o trabalho será cotidiano e extenuante, precisaremos
da ajuda de todos os membros e servidores do Ministério Público,
pois a grandeza desta nação tem sido construída de modo árduo, e
aprendemos que o caminho que leva à liberdade e à integridade tem
obstáculos que só podem ser superados com resiliência e coragem.
Há novos desafios jurídicos pela frente.
Os valores
que defenderemos e que definirão nossas ações estão na
Constituição: muito trabalho, honestidade, respeito à lei e às
instituições, observância do devido processo legal e
responsabilidade. São os atributos da cidadania. Neste início de
mandato, peço a proteção de deus para que nos momentos em que eu
for colocada à prova, não hesite em proteger as liberdades, em
cumprir o meu dever com responsabilidade, em fazer aplicar a
Constituição e as leis, para entregar adiante com segurança o
legado que recebo agora, e que eu então possa dizer, parafraseando a
grande poetisa cora coralina, de meu amado estado de Goiás, que
contribuí para que haja “mais esperança nos nossos passos do que
tristeza em nossos ombros.”

I feature the poem “Saber
Viver”
(Learn to Live) by one of Brazil’s great twentieth-century
poets, known by her pen-name, Cora Coralina (1889-1985).
Baptized
Ana Lins dos Guimarães Peixoto, the poet adopted the name at
fifteen years old when she began writing her first poems. It was
her way of hiding her identity. In those days, “proper young
ladies” did not waste time writing. Cora
comes from coração
(heart) and

from the red coralline algae: red heart.
Born in
the small town of Goiás Velho, then the capital of the State of
Goiás, Cora Coralina knew from an early age that she was a poet.
But, given the times, she lived more of a domestic than
intellectual life. At the age of twenty-one, she deferred her
poetic aspirations to move to the State of São Paulo with her
husband and to raise a family. Though facing a harsh and busy
domestic life, she found time to write.

In her
late sixties, twenty years after her husband’s death, she
returned alone to her family’s home in Goiás Velho to begin a
new life as a poet. She supported herself by selling her homemade
sweets.

When
she published her first collection of poems, Cora Coralina was
seventy-five.

Concerned
about understanding her world and her role in it, Cora wrote
about the simple things of everyday life. The context and
lyricism of her poetry overshadowed her poor grammar.

Brought
to national attention by Carlos
Drummond de Andrade (1902-1987), Brazil’s most influential
poet, Cora’s work was well received by literary critics and
poetry lovers. Following her third publication, Vintém
de Cobre – Meias Confissões de Aninha
(Copper Coin – My Confessions of Annie) in 1983, Carlos
Drummond praised her collection in a letter to her (excerpt
translated by yours truly):
My
dear friend Cora Coralina: Your “Vintém de Cobre” (Copper
Coin) is, for me, a gold coin, and of a gold that doesn’t
suffer from market fluctuations. It’s the most direct and
communicative poetry that I’ve ever read and loved. What wealth
of human experience, what special sensitivity and what lyricism
identified with the sources of life!
Cora
Coralina died on April 10, 1985 at ninety-five years old.
